SDRPY Capacity-Building Workshop Advances Yemeni Institutional Capacities
The Saudi Development and Reconstruction Program for Yemen is holding a three-day capacity-building workshop in Riyadh. The event aims to strengthen Yemeni institutional and technical capacities. It focuses on financial and economic sectors, with an emphasis on sustainable development and better public services for people in Yemen.
The workshop forms part of a wider Saudi Development and Reconstruction Program for Yemen programme that supports Yemen’s government institutions. These efforts help ministries and agencies improve planning, manage resources, and respond to changing conditions. They also seek to establish stable systems that can support long-term economic recovery.

The capacity-building workshop is organised with the Zakat, Tax and Customs Authority and the Organisation for Economic Co-operation and Development. The agenda spans 10 specialised sessions. These sessions address zakat management, tax and customs practices, and the development of infrastructure at border crossings that link Yemen with neighbouring states.
Representatives attend from the Saudi Development and Reconstruction Program for Yemen, the Zakat, Tax and Customs Authority, and the Organisation for Economic Co-operation and Development. Officials also join from Yemen’s Ministry of Planning and International Cooperation, the Ministry of Finance, and relevant Yemeni tax and customs bodies, creating a joint technical platform for dialogue.
The current capacity-building workshop follows a long programme of projects run by the Saudi Development and Reconstruction Program for Yemen. These projects aim to strengthen institutional, technical, and community capacities. They help public bodies identify needs, assess capabilities, perform essential functions, and deliver services more effectively to citizens across Yemen.
This latest capacity-building workshop continues work launched in mid-2021, when the Saudi Development and Reconstruction Program for Yemen started a comprehensive programme to build capabilities within Yemen’s Ministry of Planning and International Cooperation and Ministry of Finance. That programme focuses on planning, budgeting, and coordination with international partners and donors.
The Saudi Development and Reconstruction Program for Yemen also held a capacity-building workshop in November 2022 on developing Yemeni institutional capacities. That earlier event brought together eight international organisations and United Nations bodies. The current workshop builds on those outcomes and is intended to reinforce an integrated, sustainable development ecosystem in Yemen.
