Saudi Road Code Introduces Classification System For Enhanced Road Safety Across The Kingdom
The Roads General Authority (RGA) has announced that the Saudi Road Code introduces a classification system for roads both within and outside urban areas. This initiative aims to enhance safety and improve the quality of life across the Kingdom’s road network. The code categorizes roads into several types, each designed to meet specific traffic and safety needs.
Highways are one category outlined in the Saudi Road Code. These roads are characterized by high speeds and full access control, connecting cities and governorates without traffic signals or direct intersections. This design ensures smooth and uninterrupted travel between major locations.

Local roads are another category, supporting low-speed travel within residential and commercial neighborhoods. These roads handle light traffic, prioritizing safety for residents and businesses in these areas. They play a crucial role in maintaining safe and efficient travel within communities.
Arterial roads facilitate movement within cities and between major areas. They accommodate heavy traffic flow with organized intersections and traffic signals, ensuring efficient travel across urban regions. These roads are essential for managing high volumes of vehicles in busy city environments.
Collector roads serve as connectors between neighborhoods and arterial roads. They channel traffic from residential areas to main routes, ensuring a smooth transition from local streets to larger road networks. This helps manage traffic flow effectively within urban settings.
Comprehensive Technical Reference
The RGA emphasized that the Saudi Road Code acts as a comprehensive technical reference for all entities responsible for roads in the Kingdom. This includes ministries, city development authorities, municipalities, and governorates. The code provides these bodies with essential information for planning, designing, implementing, operating, and maintaining various types of roads.
The code also considers environmental factors and the requirements of autonomous vehicles. It includes guidelines, drawings, procedures, and checklists to ensure minimum acceptable standards of quality, safety, operational efficiency, economic performance, and sustainability across all road networks.
This initiative is part of ongoing efforts to achieve the highest levels of safety and efficiency throughout Saudi Arabia's road infrastructure. By establishing clear classifications and guidelines, the RGA aims to support safer travel experiences for all road users while promoting sustainable development practices.
