Saudi Mining Localisation Strategy Focuses On Minerals Processing And Manufacturing

Saudi Arabia’s mining strategy is being shaped around local industry needs, rare earth elements, and African partnerships, according to recent statements by senior officials. The approach links mineral resources with manufacturing, aims to balance domestic supply and demand, and seeks to develop regional infrastructure that supports exploration and export activities.

Vice Minister of Industry and Mineral Resources for Mining Affairs Khalid Al-Mudaifer underlined that rare earth elements now play a central role in the global economy. Al-Mudaifer said they are vital for robotics, electric vehicles, and magnet production, making them a key focus within Saudi Arabia’s mining strategy and related industrial planning.

Minister of Industry and Mineral Resources Bandar Alkhorayef stated that Saudi Arabia’s mining strategy is built on localising processing and manufacturing. Alkhorayef added that this policy is not just a preference, but is based on a competitive edge created by the combination of large mineral reserves, energy availability, and the Kingdom’s strategic geographic location.

Alkhorayef explained that the title of the Ministry of Industry and Mineral Resources reflects Saudi Arabia’s direction to connect mining with wider industry. The minister spoke during a press conference in Riyadh after the international ministerial meeting, which formed part of the fifth edition of the Future Minerals Forum hosted in the Kingdom.

Alkhorayef revealed that a specialised platform is being set up under Saudi Arabia’s mining strategy to track local mineral needs. The platform will help match supply and demand, guide investment, and ensure that domestic requirements are met while enabling exports of surplus minerals and imports where local production remains insufficient.

Al-Mudaifer said Saudi Arabia is working with global partners to support development in Africa under the broader mining strategy. The cooperation includes plans for logistical corridors and integrated infrastructure for energy, water, and transport, designed to help African states use their mineral resources effectively and encourage further exploration work.
