Saudi Authority Steps Up Intellectual Property Rights Protection In 2023
The Saudi Authority for Intellectual Property (SAIP) has published its 2023 report on intellectual property rights enforcement. The report indicates that SAIP received over 2,680 complaints related to copyrights and trademarks. This reflects a 50% rise in total complaints compared to the previous year.
Trademark complaints surged by 73%, while copyright complaints increased by 30%. This growth is attributed to heightened awareness of the importance of adhering to intellectual property laws. Over 1,000 inspection tours were conducted across 42 cities and governorates based on these complaints.

SAIP's mystery shopper program remains crucial in enforcing compliance with intellectual property rights. The program involves continuous monitoring and surveying of commercial and electronic markets. It identifies violations and gathers data on commercial establishments, aiding the inspection team in their tasks.
The mystery shopper made over 4,700 visits to more than 70 malls in 17 cities and governorates. Additionally, they visited over 6,000 websites and online stores. These efforts help ensure compliance with intellectual property regulations across various sectors.
The report also highlights that 422 suspicious shipments were processed. The Zakat, Tax, and Customs Authority found that 60% of these shipments violated intellectual property laws. Consequently, more than 3.4 million products were denied clearance at border crossings.
Digital Content Enforcement
In the digital realm, SAIP focused on enforcing intellectual property rights in digital content and e-commerce. They reported over 4,545 websites, with 81% related to sites displaying or downloading movies and TV shows. More than 41 million infringing products were confiscated.
Additionally, over 16,300 content items were removed from non-compliant websites. SAIP blocked more than 3,400 such websites to curb intellectual property violations online.
Legal Actions and Fines
Commercial courts and the Committee for Resolving Intellectual Property Disputes issued over 270 rulings against violators in 2023. These rulings resulted in fines totaling around SAR2.2 million.
SAIP's enforcement team carried out field and electronic surveys of approximately 13,000 establishments to assess compliance with intellectual property rights.
This comprehensive approach underscores SAIP's commitment to protecting intellectual property rights within the Kingdom through rigorous enforcement measures.
