Saudi Arabia Welcomes Start Of Second Phase In Comprehensive Peace Plan And Gaza Governance Committee
Saudi Arabia states that it welcomes the launch of the second phase of the comprehensive peace plan for Gaza and the wider Palestinian territories. The Ministry of Foreign Affairs notes that this step includes forming a Palestinian National Committee to manage the Gaza Strip temporarily, based on Security Council Resolution 2803, as part of a broader transitional framework.
The ministry confirms support for this Interim Palestinian National Committee as it takes responsibility for daily administration in Gaza. It underlines that the committee is temporary and transitional, and that its mandate is linked to wider international efforts. The Kingdom views this structure as part of an organised process backed by the United Nations.

Saudi Arabia also welcomes President Trump's announcement of the Peace Council and praises the stated efforts to stop the war in Gaza. The ministry expresses appreciation for the declared commitment to withdraw the Israeli army, prevent annexation of any part of the West Bank, and work towards a lasting regional peace framework.
The Ministry of Foreign Affairs highlights the role of mediators, naming Qatar, Egypt, and Türkiye for their involvement. It stresses that these mediation efforts support the emerging arrangements in Gaza. According to the ministry, coordinated action among regional and international partners remains essential to stabilise conditions and move the political process forward.
In its statement, the Kingdom calls for a firm ceasefire and an end to all violations in Gaza. It emphasises the need for unrestricted humanitarian access across the Gaza Strip, and for early recovery and reconstruction to begin quickly in every area, so that basic services and infrastructure can return to functional levels as soon as possible.
The ministry underlines the importance of preserving the institutional and geographic link between the West Bank and the Gaza Strip. It insists on safeguarding the unity of Gaza and rejects any plans or attempts to divide the territory. Supporting the Interim Palestinian National Committee is presented as part of this approach to maintain a single coherent Palestinian entity.
Saudi Arabia further states that preparations should continue for the return of the Palestinian National Authority to assume responsibilities in the Gaza Strip. The Kingdom reiterates that these steps should lead to ending the Israeli occupation of all Palestinian land in Gaza and the West Bank, and to realising an independent Palestinian state based on United Nations resolutions, the Arab Peace Initiative, and the two-state solution principle.
