Saudi Arabia GovTech Maturity 2025: Second Globally In World Bank Index, 99.64% Score
Saudi Arabia has been ranked second in the world in the 2025 GovTech Maturity Index, a World Bank assessment that reviewed 197 economies. The Kingdom received an overall score of 99.64%, placing it in the "very advanced" category and confirming a highly developed digital government environment across multiple core areas.
The results were announced at a press conference in Washington, where the World Bank detailed how the index evaluates digital infrastructure, internal government systems, online services, and public participation. The Kingdom recorded some of the strongest scores worldwide across these indicators, highlighting the scale of its recent digital transformation in government operations.

According to the 2025 GovTech Maturity Index, Saudi Arabia achieved 99.92% in the Core Government Systems Index, 99.90% in the Public Service Digitalization Index, 99.30% in the Digital Citizen Engagement Index, and 99.50% in the GovTech Enablers Index. These results gave the Kingdom an "A" rating within the group of "very advanced countries".

The World Bank’s figures reflect what it describes as an extensively mature digital government ecosystem in Saudi Arabia. The GovTech Maturity Index measured how well governments use technology to manage internal processes, provide efficient digital services, and involve residents and businesses in decision-making through online platforms and channels.
Governor of the Digital Government Authority Eng. Ahmed Mohammed Alsuwaiyan linked the outcome to national support and coordinated work. Alsuwaiyan said the achievement reflects the unlimited support provided by the Kingdom’s leadership, the integration of government efforts, and strong partnerships with the private sector. He noted sustained backing for digital projects across ministries and agencies.
Alsuwaiyan pointed out that national teams have restructured many government services in recent years. Technical specialists developed advanced digital infrastructure, which helped the Kingdom reach this global position in the 2025 GovTech Maturity Index. Alsuwaiyan emphasized that the DGA will continue to promote innovation and enhance the quality of digital services to support the national economy and advance the objectives of Saudi Vision 2030.

The latest ranking crowns a steady rise for Saudi Arabia’s digital government since the launch of Saudi Vision 2030. The national programme places residents and businesses at the centre of digital transformation, with a focus on improving access to government services, simplifying user journeys, and raising operational efficiency across public entities.
These improvements have been backed by stronger coordination between government bodies and large-scale upgrades to digital platforms and systems. Saudi Arabia has also adopted artificial intelligence tools and other emerging technologies, which support more responsive public services and data-driven planning in many sectors, including finance, health, and municipal services.
Saudi Arabia’s performance in the GovTech Maturity Index has improved sharply over three editions of the report. The Kingdom moved from 49th place globally in 2020 to third in 2022 and now second in 2025. This progression indicates sustained policy attention to digital government and consolidates Saudi Arabia’s position among leading countries in this field.
The 2025 results show that Saudi Arabia has built a comprehensive digital government framework in less than a decade. Strong scores across all four indices, combined with an "A" rating among "very advanced countries", underline the role of coordinated policy, investment, and Vision 2030 priorities in shaping its current standing.
