Saudi Arabia Concludes Active Participation In The 25th INTOSAI General Assembly Held In Egypt

The Kingdom of Saudi Arabia's delegation, led by General Court of Audit (GCA) President Dr. Hussam Alangari, actively participated in the 25th General Assembly of the International Organization of Supreme Audit Institutions (INTOSAI). This event took place from October 27 to 31, 2025, in Sharm El-Sheikh, Egypt. The assembly brought together 800 members and affiliates from over 195 INTOSAI member countries.

During the assembly, several significant decisions were made. Notably, Saudi Arabia was elected as Chair of INTOSAI and its Governing Board for the term 2031–2034. Additionally, the Kingdom will host the 27th General Assembly of INTOSAI in 2031. The GCA also received the prestigious INTOSAI "Future Award" for its innovative leadership and vision in auditing.

Saudi Arabia at the 25th INTOSAI Assembly

Dr. Alangari presented a report on behalf of the Policies, Finance and Administration Committee (PFAC), which he chairs. The report highlighted the successful implementation of INTOSAI’s Strategic Plan (2022–2025), achieving all priority objectives on time. It praised the efforts of Strategic Goals Committee Chairs and the General Secretariat while reaffirming support for transparency and accountability among Supreme Audit Institutions globally.

In his role as Chair of the INTOSAI-Donor Cooperation Steering Committee (IDSC), Dr. Alangari emphasized successful partnerships with donors like the World Bank. He highlighted efforts to support Supreme Audit Institutions (SAIs) in developing countries to enhance global transparency through collaboration between INTOSAI member SAIs and donors.

The assembly included a technical symposium where Saudi Arabia's delegation participated actively. During one session, VP of Financial Audit and Compliance Lama Alhammadi spoke about "The Role of Supreme Financial Audit Institutions in Auditing Central Banks and Government Activities During Economic Crises." She stressed their crucial role in ensuring public sector transparency during crises and shared insights from past financial challenges.

Alhammadi also discussed international practices adopted by Supreme Financial Audit Institutions in auditing central banks and financial regulatory bodies. She emphasized safeguarding these institutions' independence and neutrality as essential for advancing audit practices and governance during critical times.

Artificial Intelligence in Auditing

Executive Director Ahmed Alqurashi presented GCA’s experience with artificial intelligence to improve financial audits' efficiency and quality. In a session titled "The Use of Artificial Intelligence Tools in Auditing," he outlined initiatives to enhance digital infrastructure following GCA’s digital strategy launched in early 2025.

This strategy aims to boost operational efficiency through automation via Shamel Platform, a Digital Audit System. GCA showcased its pioneering experience with fully automated auditing using advanced tools while highlighting professional capacity building through the Saudi Center For Financial and Performance Auditing.

Bilateral Cooperation Efforts

On the sidelines of the assembly, Dr. Alangari met with heads of peer SAIs from various countries to discuss cooperation avenues, knowledge exchange, and collaboration on shared interests. These discussions aimed at strengthening bilateral ties and enhancing cooperation among Supreme Audit Institutions worldwide.

Building on this participation, GCA plans to translate INTOSAI Assembly outcomes into practical programs with international institutions. This approach will enhance its financial audits' impact while reinforcing its leadership role regionally and globally among Supreme Audit Institutions.
