Social Empowerment Accelerates Saudi Arabia's Social Transformation Under Vision 2030

The Ministry of Human Resources and Social Development reports that Saudi Arabia’s social sector has shifted from welfare assistance to long‑term empowerment, in line with Vision 2030. Key outcomes include higher employment, wider digital access for vulnerable groups, and stronger social responsibility partnerships involving companies, cooperatives, or civil society organisations across the Kingdom.

A central change is the redesign of the social security program from direct cash support into an empowerment platform. In 2025, programme initiatives reach around 100,000 beneficiaries. Participants gain jobs, vocational training, entrepreneurship support and help integrating into the productive labour market, reducing long‑term dependence on traditional financial aid.

Within disability services, the ministry gains international recognition through extensive use of digital tools. A flagship electronic card serves more than 850,000 persons with disabilities. The card grants automatic eligibility to several benefits and services, removing the need for repeated manual applications and cutting administrative procedures for beneficiaries and service providers.

The ministry also upgrades services through a unified mobile application that extends smart support for disability users. Features include instant sign language interpretation for people with hearing disabilities, visual guidance for visually impaired users, and a digital map that helps locate accessible public facilities.
