Saudi Minister Launches Enhanced Industrial License To Boost Economy

Riyadh – In a significant move to streamline industrial operations within the Kingdom, Minister of Industry and Mineral Resources Bandar Ibrahim Alkhorayef unveiled an enhanced version of the industrial license. The revamped licensing process introduces a three-stage approach to industrial project development. Initially, during the 'establishment' phase, factory owners are permitted to request energy allocations, site allocations, and environmental permits for construction among other prerequisites. This phase grants a one-year validity, with renewal options, setting the groundwork for future industrial activities without allowing actual production.

Following this, the 'construction' stage enables owners to seek customs exemptions for importing machinery, equipment, and spare parts. This stage also carries a one-year validity with renewal possibilities, underlining the ministry's commitment to facilitating smooth operational transitions for industrial entities.

The final 'production' phase empowers factory owners to commence actual production activities. It further allows for customs exemptions on production inputs and other benefits as per ministry or GCC agreements. This stage signifies the completion of regulatory requirements and the beginning of full-scale industrial operations.
