Saudi Arabia Aids In Finalizing UN Convention Against Cybercrime
The Kingdom of Saudi Arabia, represented by the National Cybersecurity Authority and other national entities, participated in the final session of the UN Ad Hoc Committee on Countering Cybercrime. This session took place from July 29 to August 4 at the UN headquarters in New York.
During this meeting, member states reached a draft for a UN convention against cybercrime. This marks the first multilateral treaty under the UN to combat cybercrime in over two decades. The convention aims to enhance measures to prevent and combat cybercrime, promote international cooperation, and support building human and technical capacities.

The convention will criminalize actions such as unauthorized access to systems, data manipulation, and crimes related to child exploitation. A draft resolution for adopting this convention was also agreed upon. This resolution will allow the convention to be open for signature at the UN headquarters in New York until September 2024 for all UN member states and regional economic integration organizations.
The National Cybersecurity Authority leads Saudi Arabia's representation in bilateral, regional, and international cybersecurity organizations. It ensures that the Kingdom adheres to its international cybersecurity commitments. The authority also collaborates with other Arab countries on common issues discussed in the draft convention.
The UN Office on Drugs and Crime (UNODC) will support implementing this convention. It will act as the Secretariat of the Conference of the States Parties to the convention. The office will oversee mechanisms for monitoring implementation, provide technical support to states, and facilitate practical international cooperation.
This collaborative effort aligns with Saudi Arabia's commitment to boosting Arab cooperation in cybersecurity. The Kingdom actively presented several proposals during negotiations and worked closely with other Arab countries on shared concerns within the draft convention.
Implementation Timeline
The convention will become effective on the 90th day after depositing the 40th instrument of ratification, acceptance, approval, or accession by member states. This timeline ensures that there is ample time for member states to ratify and prepare for implementing the new measures.
This initiative underscores Saudi Arabia's dedication to enhancing global cybersecurity efforts. By participating actively in drafting this convention, Saudi Arabia demonstrates its commitment to combating cybercrime on an international scale.
