Saudi Arabia Joins OECD Recommendation On Artificial Intelligence To Boost Global Standards

The Organization for Economic Co-operation and Development (OECD) has welcomed Saudi Arabia into its Recommendation on Artificial Intelligence. This marks the first global standard in AI, with the Saudi Data and Artificial Intelligence Authority (SDAIA) representing the Kingdom. The recommendation promotes innovation and trust in AI through responsible governance, encompassing both generative and general AI technologies.

Saudi Arabia is one of 10 non-OECD countries to adopt this recommendation, enhancing its global AI governance efforts led by SDAIA. Previously, Saudi Arabia collaborated with OECD to launch the Arabic-language MENA Observatory on Responsible AI during the Global AI Summit in Riyadh.

Saudi Arabia Adopts OECD AI Standards

SDAIA's comprehensive approach integrates legislation, ethical standards, and initiatives at both national and international levels. This strategy supports AI development, governance, and regulation. The Kingdom ranked third globally in the OECD’s AI Policy Observatory, following the United States and the United Kingdom.

In 2021, Saudi Arabia was among the first to adopt UNESCO’s Recommendation on the Ethics of Artificial Intelligence. By December 2024, it had completed a readiness assessment officially published by UNESCO. These achievements highlight SDAIA's commitment to ethical AI practices.

SDAIA has issued several regulatory guidelines for AI applications. These include Generative AI Guidelines for both public and government entities, an AI Adoption Framework, Deepfakes Guidelines, and a Personal Data Protection Law. Such measures ensure ethical use and responsible deployment of AI technologies.

The authority has accredited over 45 companies specialising in AI within Saudi Arabia. This accreditation aims to stimulate the local market while boosting trust in AI applications. These efforts align with Saudi Vision 2030's goals for technological advancement.

International Collaboration and Leadership

SDAIA actively participates in international discussions on AI governance. It played a significant role in the UN High-Level Advisory Body on Artificial Intelligence. Additionally, it hosted a major consultation session in Riyadh for a report titled "Governing AI for Humanity."

This collaboration led to establishing the International Center for AI Research and Ethics (ICAIRE) in Riyadh under UNESCO's umbrella. ICAIRE focuses on advancing research on AI ethics, fostering international cooperation, and reinforcing Saudi Arabia's leadership in responsible AI governance.

SDAIA continues to support research, development, and innovation in artificial intelligence. It advances regulatory frameworks that ensure ethical use while aligning with global best practices. These efforts contribute significantly to achieving Saudi Vision 2030 objectives.
