Saudi Arabia Hosts 18th SWIRMO Workshop In Riyadh, Reaffirms Commitment To International Humanitarian Law

The 18th Senior Workshop on International Rules governing Military Operations (SWIRMO) commenced in Riyadh, marking its first occurrence in Saudi Arabia. Organised by the Ministry of Defense’s National Defense University and the International Committee of the Red Cross (ICRC), the event was inaugurated by Chief of General Staff Lieutenant General Fayyad Al-Ruwaili and ICRC President Mirjana Spoljaric Egger. It saw participation from 125 senior military officers representing 90 countries.

Al-Ruwaili highlighted Saudi Arabia's dedication to international humanitarian law (IHL) during his address. He noted that the Kingdom has integrated IHL principles into military education and training since its inception. This integration aims to ensure practical application by all armed forces personnel, reflecting a commitment to humane conduct even during conflicts.

Saudi Arabia's commitment to IHL is reflected in its national legislation, which criminalises violations of war laws. The Kingdom has established a robust legal framework, including specialised courts, to ensure accountability. Al-Ruwaili emphasised that this aligns with Islamic Sharia teachings, which advocate for mercy and justice even in wartime.

The Kingdom was among the first to accede to the four Geneva Conventions and their Additional Protocols. This enduring commitment is evident in its efforts to promote and strengthen IHL application globally. The Ministry of Defense collaborates with the ICRC on numerous specialised training programs, aspiring to be a global model in international law application.

ICRC President Mirjana Spoljaric Egger highlighted the significance of this year's SWIRMO amid rising global conflicts. She noted that these conflicts put immense pressure on laws designed to protect civilians. The gathering of representatives from 90 countries underscores the responsibility of all states to respect and ensure respect for IHL.

Spoljaric Egger expressed gratitude to Saudi Arabia for hosting this global event aimed at translating war rules into practical battlefield applications. She stressed that such gatherings are crucial for reinforcing the importance of adhering to international humanitarian standards during military operations.

Humanitarian Efforts Beyond Military Aspects

Saudi Arabia's commitment extends beyond military aspects, encompassing humanitarian and relief efforts worldwide. The King Salman Humanitarian Aid and Relief Center plays a prominent role in conflict and disaster zones globally, showcasing the Kingdom's dedication to providing aid where needed most.

This comprehensive approach reflects Saudi Arabia's aspiration not only to uphold international law but also to contribute positively through humanitarian initiatives. Such efforts demonstrate a holistic understanding of international responsibilities in both military and civilian contexts.
