Saudi Arabia's ICAIRE Designated As UNESCO Category 2 Center For AI
The Kingdom of Saudi Arabia has formalised a tri-partite agreement with UNESCO and the International Center for Artificial Intelligence Research and Ethics (ICAIRE). This agreement, signed during the third Global AI Summit in Riyadh, designates ICAIRE as a Category 2 (C2) centre under UNESCO's auspices.
Under this agreement, ICAIRE will prioritise artificial intelligence (AI) research and ethics. The centre will operate internationally under UNESCO's guidance. Dr. Abdullah Al-Ghamdi, President of the Saudi Data and Artificial Intelligence Authority (SDAIA) and ICAIRE chairman, signed the agreement alongside UNESCO Director-General Audrey Azoulay.

The C2 designation highlights Saudi Arabia’s pivotal role in advancing international cooperation in AI policies, ethics, and research. The centre is tasked with implementing both regional and global initiatives related to AI. These include supporting research and development, raising awareness about AI ethics, coordinating policy development, and aiding capacity-building efforts.
This designation reaffirms Saudi Arabia's dedication to supporting UNESCO’s mission of leveraging artificial intelligence for humanity's benefit. A particular emphasis is placed on aiding developing countries. This move also enhances Saudi Arabia's contribution towards achieving the United Nations' Sustainable Development Goals.
The establishment of ICAIRE as a C2 centre was confirmed by a Cabinet decision. This decision granted the centre legal personality along with financial and administrative independence. The agreement underscores Saudi Arabia’s commitment to fostering international collaboration in AI research and ethics.
Dr. Abdullah Al-Ghamdi stated that this partnership would significantly bolster global efforts in AI research and ethical standards. "The designation supports our central role in enhancing international cooperation in AI policies," he said.
UNESCO Director-General Audrey Azoulay highlighted the importance of this collaboration for global AI initiatives. She noted that it aligns with UNESCO’s mission to harness technology for sustainable development.
The third Global AI Summit provided an ideal platform for this significant agreement. Held at the King Abdulaziz International Conference Center in Riyadh, it brought together key stakeholders from around the world to discuss advancements in artificial intelligence.
This strategic partnership aims to ensure that AI technologies are developed responsibly and ethically. It also seeks to promote inclusive growth by focusing on capacity-building efforts in developing regions.
The Kingdom’s proactive approach in establishing ICAIRE as a C2 centre demonstrates its leadership in the field of artificial intelligence. By aligning with UNESCO’s goals, Saudi Arabia is set to play a crucial role in shaping the future of AI globally.
This initiative marks a significant step towards integrating ethical considerations into AI development worldwide. It also highlights the importance of international cooperation in addressing complex technological challenges.
Saudi Arabia's commitment to advancing AI research and ethics through ICAIRE will likely have far-reaching impacts on global technological progress. The centre's work will contribute to creating a more equitable and sustainable future through responsible use of artificial intelligence.
