Fines And Deportation: Saudi Arabia Cracks Down On Hajj Permit Violations

The Public Security of the Kingdom of Saudi Arabia has initiated a stringent enforcement campaign against individuals found in violation of Hajj regulations without the requisite permits. This crackdown encompasses the city of Makkah, its central area, holy sites, the Haramain train station, security checkpoints, screening centres, and even temporary security checkpoints. The enforcement period, as reported by the Saudi Press Agency (SPA), commenced on June 2, 2024, and will extend until June 20, 2024.

In a move to uphold the sanctity and order of the Hajj pilgrimage, the Public Security has set a fine of SAR 10,000 for anyone caught violating these regulations without a permit. This penalty applies across the board to citizens, residents, and visitors found within the specified geographic area without authorization.

Further, the consequences for residents found in violation are particularly severe. Not only will they be subjected to the stipulated fine, but they will also face deportation to their home countries. Post-deportation, they will be barred from re-entering the Kingdom for durations determined by Saudi law. This measure underscores the Kingdom's commitment to maintaining the pilgrimage's integrity and ensuring its smooth conduct.

For those who repeatedly disregard these regulations, the penalties are set to increase significantly. The Public Security has announced that repeat offenders will be met with a fine that is doubled the initial amount. Moreover, individuals caught transporting Hajj violators without a permit face harsh penalties, including imprisonment for up to 6 months and a fine that could reach up to SAR 50,000. The Kingdom's legal system also permits the confiscation of vehicles used in the commission of such offences, subject to a court order.

The stipulations extend to residents involved in transporting violators; upon serving their sentence, they too will be deported and subsequently barred from re-entering Saudi Arabia for legally specified periods. This comprehensive approach by the Public Security of the Kingdom of Saudi Arabia illustrates the rigorous measures being implemented to safeguard the Hajj pilgrimage, ensuring it remains a secure and organized event for all participants.
