Saudi Arabia Contributes To Drafting UN Convention To Combat Global Cybercrime
The Kingdom of Saudi Arabia recently played a pivotal role in the UN Ad Hoc Committee on Cybercrime negotiations, which took place in New York from January 29 to February 9, 2024. This significant event aimed at drafting an international convention to address the growing concerns of cybercrime globally. The committee's efforts are directed towards creating a framework that will be presented to the UN General Assembly for approval, with the intention of it being endorsed by all UN member states and regional economic integration organizations.
The primary goal of this convention is to bolster measures, provide technical support, and enhance capacity building initiatives to effectively prevent and combat cybercrime. It also seeks to strengthen international cooperation in this critical field. Throughout the negotiations, Saudi Arabia was instrumental in proposing several key elements for the draft convention and collaborated closely with Arab countries on various issues that were brought up during the discussions.

This collaboration underscores Saudi Arabia's commitment to fostering joint Arab action in cybersecurity. This commitment was further demonstrated in 2023 when the Council of Arab Ministers of Cybersecurity was established under the auspices of the Arab League. This council, which has its General Secretariat and an Executive Office located in Riyadh, was founded following a proposal by Saudi Arabia, highlighting its leadership role in regional cybersecurity efforts.
The meeting saw participation from representatives of over 140 countries, indicating the global consensus on the importance of addressing cybercrime. Saudi Arabia's delegation was led by the National Cybersecurity Authority, showcasing the country's dedication to playing a significant role in shaping international policies and strategies against cybercrime.
As these negotiations progress towards creating a comprehensive international convention on cybercrime, Saudi Arabia's active participation and contributions are vital in ensuring that the final document reflects a balanced approach to cybersecurity.
