Saudi Arabia 2026 Milestones: Digital Sovereignty, Market Liberalisation And Regional Leadership

The first half of January 2026 shows Saudi Arabia advancing domestic reforms while staying active on regional files. Large-scale digital projects, capital market liberalisation, transport upgrades and tourism gains are unfolding alongside diplomatic and development moves in Yemen and the Horn of Africa, all linked to Vision 2030 objectives.

Financial policy took a major step with a new Capital Market Authority decision. From 1 February, all foreign investor categories will be allowed to invest directly in the Saudi capital market. The existing Qualified Foreign Investor framework will be removed, aiming to deepen liquidity and integrate the market further with global capital flows.

Saudi Arabia 2026: Digital sovereignty

Digital infrastructure has expanded with the foundation stone laid for the "Hexagon" Data Center. Planned capacity reaches 480 megawatts, making it the largest government data centre worldwide. The facility is intended to secure technical sovereignty, support data localisation and speed up the growth of the Kingdom’s digital economy and related services.

These financial and technological changes are presented as core pillars of a broader diversification strategy. By upgrading sovereign digital infrastructure while easing access for international investors, Saudi Arabia is seeking to strengthen long-term competitiveness. The approach ties into Vision 2030 targets to reduce reliance on oil revenue and grow knowledge-based sectors across the economy.

On the regional front, the Kingdom has remained active over the Yemen conflict. Following unauthorised military escalations, the Southern Transitional Council announced that it had dissolved itself and closed its offices. The group also committed to join a Saudi-brokered dialogue process aimed at calming tensions and supporting a political track.

Development aid to Yemen was also expanded through the Saudi Development and Reconstruction Program for Yemen. SDRPY unveiled a new package worth SAR1.9 billion, covering 28 projects and initiatives across Yemeni governorates. The projects span health, energy, education and transport, and include a petroleum derivatives grant to keep power plants operating throughout the country.

The broader scale of Saudi assistance to Yemen between 2012 and 2025 was reported at $12 billion. Officials present these flows as part of a long-term commitment to stabilisation and basic services. The new programme package adds to earlier support for electricity, roads, schooling, hospital facilities and municipal projects in different regions of Yemen.

Saudi Arabia diplomacy and international engagement

Diplomatically, Saudi Arabia coordinated a joint position within the Organisation of Islamic Cooperation on developments in the Horn of Africa. OIC member states, led by the Kingdom, issued a firm response rejecting Israel’s recognition of "Somaliland". The statement reiterated collective backing for Somalia’s territorial integrity and internationally recognised borders.

International engagement also featured prominently in the mining and metals sector. More than 100 countries took part in the 5th Ministerial Roundtable at the Future Minerals Forum in Riyadh. The participation underscored efforts to position Saudi Arabia as a global hub for mineral supply chains, processing and investment dialogues involving public and private actors.

Saudi Arabia urban mobility, tourism and culture

Inside the Kingdom, urban development in Riyadh moved forward with an expansion to the metro network. Authorities awarded the Red Line extension project, adding 8.4 kilometres of track. The new section will connect King Saud University with Diriyah, supporting daily commuting, reducing congestion and linking key educational and heritage sites.

Air travel and tourism indicators also showed strong momentum. King Abdulaziz International Airport in Jeddah handled 53.4 million passengers over the past year, the highest level recorded for the airport. At the same time, 12 million visitors attended Riyadh Season events so far, highlighting demand for entertainment offerings and major city festivals.

Cultural and hospitality sectors gained further visibility with several developments. Saudi Arabia was added to the global culinary map through the launch of the Michelin Guide Saudi Arabia. In Diriyah, a joint development agreement worth $827 million, or SAR3.1 billion, was signed to build the Four Seasons Hotel and Private Residences, extending premium hospitality capacity in a major heritage district.

Saudi Arabia economic indicators and sector performance

Industrial and logistics data pointed to continuing expansion in several sectors. The Industrial Production Index for November 2025 rose 10.4 percent year-on-year. During the fourth quarter of 2025, 57 million parcel shipments were recorded within the Kingdom. Over the same period, ride-hailing platforms registered 43 million trips, reflecting the scale of digital service usage.

Business formation and trade capacity also grew. Authorities issued 123,000 new commercial registers in the fourth quarter of 2025. The Saudi national maritime fleet recorded growth of 32 percent in 2025, the second-highest rate among G20 economies. Officials view fleet growth as important for trade resilience and logistics competitiveness across global shipping routes.

Agriculture and traditional industries remained significant in output figures. The Kingdom produced 8.4 billion table eggs in 2024. In Taif, rose cultivation kept its role in local livelihoods and exports; around 12,000 roses are required to distil a single tola of Taif rose oil, from an annual harvest estimated at 550 million roses.

Saudi Arabia heritage, research and social indicators

Recent discoveries and visitor statistics highlighted cultural and religious tourism trends. Archaeologists identified 20 ancient rock art sites in the Soudah Peaks area, estimated to date back 4,000 to 5,000 years. In Madinah, Quba Mosque received 26 million visitors over the past year, underlining its importance as a religious and historical landmark.

Education and healthcare performance indicators were also reported. Faculty members at Al-Baha University produced research that generated 1,631 citations during 2025. King Faisal Hospital in Makkah achieved a 99.53 percent compliance rate for College of American Pathologists accreditation, described as the highest score in the Middle East for this standard.

The opening weeks of 2026 show Saudi Arabia pushing ahead with digital infrastructure, financial openness and large projects in transport, tourism and culture. At the same time, the Kingdom is active in regional diplomacy and Yemen reconstruction. These moves together support the broader Vision 2030 pathway under a stable and secure regional environment.
