RTA Establishes Comprehensive Regulatory Framework For Autonomous Heavy Vehicles In Dubai's Logistics Sector
Dubai's Roads and Transport Authority (RTA) has introduced a detailed regulatory framework for autonomous heavy vehicles in logistics transport. This framework includes licencing, technology standards, and safety measures for road users. Developed with strategic partners and private entities, it marks a significant move towards autonomous mobility in Dubai.
The framework aligns with Dubai's Smart Self-Driving Transport Strategy, aiming to make 25% of all journeys autonomous by 2030. This initiative supports Dubai's ambition to be a leader in future technologies and sustainable mobility solutions. The logistics sector is crucial, with 61,290 heavy vehicles ranging from 3.5 to 65 tonnes.

Mattar Al Tayer, Director-General of RTA, stated that the framework reflects the leadership's vision to enhance Dubai's global competitiveness as a business hub. "The approval of the regulatory framework for operating autonomous heavy vehicles in Dubai reflects the vision of the wise leadership in strengthening the global competitiveness of Dubai as a leading hub for business, and the economy," he said.
The strategy aims to double the land commercial and logistics sector's economic contribution to AED16.8 billion by 2030. It also seeks to cut carbon emissions by 30% and improve operational efficiency by 10%. The plan includes increasing technology adoption within infrastructure by 75%.
Dubai is well-prepared for autonomous transport due to its advanced infrastructure and communication networks. The city adheres to international standards, making it attractive for smart vehicle integration. Initial trials will involve local companies and global firms to advance regional competitiveness.
The regulatory framework was developed in two phases. Phase one focused on safety compliance, sustainability, investor attraction, technology leadership, and licencing standards for autonomous vehicles. Phase two established five routes for pilot testing at key locations like Jebel Ali Port and Al Maktoum International Airport.
Strategic Alignment with Emirate Goals
The Dubai Commercial and Logistics Land Transport Strategy 2030 aligns with six specialised strategies: Traffic Safety, Self-Driving Transport, Zero-Emission Public Transport, Asset Management, Investment, and Digital Strategies. It includes 17 projects aimed at sector growth.
"The framework constitutes a key pillar in supporting the logistics transport sector by leveraging autonomous driving technologies," Al Tayer added. This approach aims to boost efficiency while reducing emissions and enhancing road safety.
Digital Platform Launch
RTA has partnered with TruKKer to launch "Logisty," a digital logistics platform offering commercial transport services. It manages vehicle fleets and provides on-demand booking and tracking services. This platform strengthens Dubai's position as a regional logistics hub.
"We look forward to the participation of establishments and companies operating in Dubai’s land commercial and logistics transport sector," Al Tayer concluded. The trials will help advance future mobility solutions regionally and internationally.
