RTA Implements New Regulations For Delivery Bikes On High-Speed Roads In Dubai Effective November 2025
New rules for delivery bikes on Dubai's high-speed lanes will take effect on 1 November 2025. The Roads and Transport Authority (RTA) and Dubai Police General Headquarters have announced these regulations. Delivery riders will be barred from the two leftmost lanes on roads with five or more lanes, and from the leftmost lane on roads with three or four lanes. No restrictions apply to roads with two or fewer lanes.
Hussain Al Banna, CEO of Traffic and Roads Agency at RTA, highlighted the delivery sector's importance in economic growth. He stated that regulating bike movement aligns with Dubai’s Economic Agenda (D33). This agenda aims to double the emirate’s economy while enhancing road safety and delivery experiences. The decision stems from collaboration with public and private sectors to ensure rider safety.

Al Banna noted that the delivery sector has seen significant growth in demand and bike numbers recently. The regulation was developed using specialised traffic studies and technical standards within RTA’s governance framework. These measures align with global best practices, ensuring safety for all road users.
Major General Saif Muhair Al Mazrouei, Assistant Commander-in-Chief for Operations Affairs at Dubai Police, praised the strategic partnership between Dubai Police and RTA. This collaboration supports the Dubai Traffic Safety Strategy by reducing road fatalities through monitoring, enforcement, engineering, awareness, and administration.
Al Mazrouei explained that riders violating rules face fines: AED 500 for a first offence, AED 700 for a second, with permit suspension after a third violation. Speeding over 100 km/h incurs fines of AED 200 for a first offence, AED 300 for a second, and AED 400 for a third.
Addressing Rising Accidents
Police data shows an increase in traffic accidents involving delivery motorcycles due to reckless riding on high-speed lanes. There were 854 accidents last year and 962 in 2025 linked to delivery riders' violations. Last year saw 70,166 violations issued against delivery motorcycle riders; this number rose to 78,386 in the past nine months.
Al Mazrouei emphasised that motorcycles are vulnerable to fatal accidents due to their lack of protective structures. Restricting their use on high-speed lanes aims to improve rider behaviour and reduce fatalities. This proactive measure enhances road safety across the emirate.
Awards for Compliance
The RTA and Dubai Police will honour companies whose riders comply with lane restrictions through the "Delivery Sector Excellence Award." This initiative encourages healthy competition among operators while improving traffic safety and service quality for all road users.
