RTA And MoIAT Sign Memorandum Of Understanding To Strengthen Integration Across Transport And National Industries
Dubai's Roads and Transport Authority (RTA) and the Ministry of Industry and Advanced Technology (MoIAT) have formed a partnership to enhance collaboration between the UAE's industrial sector and Dubai's transport infrastructure. This Memorandum of Understanding (MoU) focuses on electric mobility, autonomous transport, and investment opportunities through the National In-Country Value (ICV) Programme.
The MoU was signed by Osama Amir Fadhel from MoIAT and Mohammed Al Mudharreb from RTA during GITEX Global 2025 at the Dubai World Trade Centre. The agreement aims to boost technological capabilities by providing RTA access to specialised training in artificial intelligence and advanced technologies, supporting their efforts in transport and logistics development.

Both parties will work together on initiatives that empower the national industrial sector by developing standards for smart mobility. The partnership highlights the Make it in the Emirates initiative, which is integral to advancing technological transformation in the transport sector. This collaboration also supports RTA's mission for seamless and sustainable mobility.
Osama Amir Fadhel stated: "This partnership will help support national products in the transport sector and advance technological transformation by incentivising companies through the Ministry’s initiatives, such as the UAE and Global Start-up Challenge and the Global Start-up Exchange Programme, offering opportunities for developing and deploying their technologies in the UAE in collaboration with industrial partners."
The MoU includes developing incentive packages within RTA services to improve efficiency for stakeholders like factories. It promotes local content by adopting the National ICV Programme, attracting investments to strengthen national industries. This cooperation also aims to enhance operational efficiency while reinforcing safety standards.
Mohammed Al Mudharreb remarked: "This partnership with the Ministry of Industry and Advanced Technology reflects the shared commitment of both entities to enable and advance the national industrial sector by unifying efforts between Dubai’s transport and infrastructure ecosystem and the UAE’s industrial ecosystem. This cooperation contributes to enhancing operational efficiency, reinforcing safety and quality standards, and supporting the growth and empowerment of national industries."
Sustainability Initiatives
The agreement emphasises sustainability through projects like recycling electric vehicle batteries, remanufacturing spare parts, adopting green procurement policies, and reducing emissions. These initiatives align with RTA's vision of achieving world-leading sustainable mobility while supporting a knowledge-based economy.
The MoU also facilitates expertise exchange in emerging technologies such as robotics, automation, drones, and digital twin applications. This exchange supports Industry 4.0 initiatives crucial for advancing technology adoption in various sectors.
This strategic partnership underscores a commitment to sustainable industrial development aligned with Operation 300bn. It aims to empower Emirati talent while fostering growth within national industries through collaborative efforts between Dubai's transport system and UAE's industrial framework.
