RTA Introduces Additional Front Plate Requirement For Delivery Motorcycles In Dubai
Dubai’s Roads and Transport Authority (RTA) has decided to introduce an extra front plate for motorcycles and e-bikes used in corporate delivery services. Previously, these vehicles only had a rear plate. This new requirement will start at the end of December and will be phased in during licence renewals. The initiative is part of RTA's regulatory framework to enhance safety and security in delivery operations.
The addition of front plates for delivery motorcycles is part of a collaborative effort between RTA and Dubai Police General HQ. This decision followed extensive discussions with government bodies, private entities, and consultancy firms. The aim was to evaluate procedures that strengthen sector regulation and ensure the safety of both riders and road users, thereby improving road safety throughout Dubai.

Ahmed Mahboob, CEO of Licensing Agency at RTA, stated, "The decision to issue an additional front plate applies to motorcycles operating in the delivery sector. RTA has designated two plates—front and rear—for delivery motorcycles, featuring a gold background with black lettering and carrying the code (9) to distinguish this category. RTA will issue the plates under a new unified number that differs from the previous plate number and will introduce them progressively upon the licensing or renewal of each motorcycle, in line with its renewal schedule or in cases of damage or loss."
This measure is a response to the rapid growth seen in the delivery sector recently. There has been an increase in demand as well as more motorcycles on Dubai's roads. Mahboob highlighted that RTA's controls are crucial for enhancing traffic discipline. These measures aim to improve transport and delivery services while prioritising road user safety.
Mahboob explained that non-commercial motorcycles are not affected by this decision. The additional front plate is limited to motorcycles used for parcel deliveries, order management, digital platform services, and rentals when engaged in these activities.
Lane Usage Regulations
In collaboration with Dubai Police General HQ, RTA previously announced rules for delivery motorcycles on high-speed lanes. Delivery riders cannot use the two left-most fast lanes on roads with five or more lanes or the left-most lane on roads with three or four lanes. On roads with two lanes or fewer, all lanes are accessible without restrictions.
This initiative is part of a broader package of solutions developed by RTA and Dubai Police General HQ. It aims to regulate this vital sector according to global best practices while ensuring comprehensive safety measures are in place.
