Roads Authority And NCP Announce EOI Phase For One-Stop Station Public-Private Partnership Project
The Roads General Authority (RGA), alongside the National Center for Privatization & PPP (NCP), has initiated the Expression of Interest (EOI) phase for the One-Stop Station (OSS) Public-Private Partnership (PPP) project. This follows approval from the Transport and Logistic Services Privatization Supervisory Committee, led by Minister Saleh Al-Jasser. The project will be executed under a 30-year Design-Build-Finance-Operate-Maintain (DBFOM) contract.
The OSS project will be tendered in three waves, each comprising two packages with similar scope and structure. The first wave will launch with one package, followed by two packages in the second wave, and three in the third. This phased procurement aims to encourage competitive bidding and private sector innovation.

Facilities developed under this initiative will span RGA’s 73,600-kilometer intercity road network. They will include refueling stations, commercial spaces, parking lots, driver rest areas, vehicle maintenance services, and hospitality amenities. These facilities aim to enhance traveler convenience and infrastructure quality.
This project presents an opportunity for both local and international investors to partake in Saudi Arabia's infrastructure modernization efforts. The initiative aligns with the National Transport and Logistics Strategy and Vision 2030 by promoting a modern, efficient road network while boosting private sector involvement.
The launch of the first wave will be further detailed in the upcoming Request for Qualification (RFQ) stage. Interested investors are encouraged to review the EOI document available on the NCP website at www.ncp.gov.sa. The deadline for submitting EOIs is set at 11:59 p.m. KSA time.
Saudi Arabia's goal through this project is to create a traveler-friendly road network that meets modern standards. By involving private entities, it seeks to leverage innovation and efficiency in developing these roadside service facilities.
