Riyadh Infrastructure Osoul Program Unveils Nine Initiatives To Regulate Sector
The Riyadh Infrastructure Projects Center has launched the "Osoul" program to organise and improve the Riyadh Region’s infrastructure system. The program responds to rapid sector growth, including a 29% rise in infrastructure activity in 2025, and now covers more than 600 contractors and 110 public and private stakeholders.
The "Osoul" program seeks to raise the quality and speed of infrastructure delivery while protecting public budgets. It aims to enhance planning accuracy, improve coordination between government bodies and service providers, and support a sustainable infrastructure ecosystem that strengthens economic performance and daily life in Riyadh.

The center stated that "Osoul" consists of nine connected initiatives that support regulation, technical performance, and digital tools. These are Readiness of Residential Plans, Sector Regulatory Framework, Technical Accreditation for Contractors, Geospatial Asset Verification, Satellite Surveying for Compliance, Excavation-Free Neighborhoods, Technical Terminology Guide, Automation of Infrastructure Incident Procedures, and Reduction of Environmental Pollution from Project Works.

They also target faster coordination among parties, fewer overlaps between projects, and better control of excavation works, helping limit repeat digging and avoid wasted spending on streets and public spaces.
The center linked the launch of "Osoul" to the scale and diversity of the Riyadh infrastructure sector. Stakeholders now include entities from energy, water, telecommunications, and road services, in addition to contractors. This expansion highlighted the need for clearer regulations, unified standards, and stronger governance across all infrastructure activities in the region.
The Riyadh Infrastructure Projects Center said that "Osoul" supports its wider governance goals for Riyadh infrastructure projects. These include better alignment between planning and implementation, reduced duplication of work, and higher spending efficiency. The program also aims to limit environmental pollution from project works and improve the visual and functional condition of neighbourhoods.
Riyadh infrastructure planning achievements and performance gains
The center noted that recent Riyadh infrastructure efforts have already produced measurable results. The launch of the Comprehensive Detailed Plan for Infrastructure Projects has aligned projects and reduced clashes between networks. This has helped cut average infrastructure execution time from 34 days to 26 days in 2025, supporting faster delivery on the ground.
Alongside planning tools, the Riyadh Infrastructure Projects Center has regulated re-asphalting activities, automated licensing procedures, and expanded field inspections. These steps aim to increase transparency, improve compliance with approved standards, and upgrade the urban experience for residents and visitors, in line with the broader objectives of the "Osoul" program.
Through "Osoul" and earlier planning measures, the Riyadh Infrastructure Projects Center is working to build an integrated Riyadh infrastructure framework. The program’s focus on regulation, technical accreditation, digital verification, and environmental controls is intended to support long-term infrastructure sustainability, economic growth, and a better quality of life in the Riyadh Region.
