DRA Hosts Program On Regulatory And Digital Transformation In Nicaragua With Nine Countries' Participation
The Communications, Space and Technology Commission (CST) of Saudi Arabia, through its Digital Regulatory Academy (DRA), recently conducted a program titled "Regulatory and Digital Transformation." This initiative was in collaboration with the International Telecommunication Union (ITU) and the Nicaraguan Institute of Telecommunications and Postal Services (TELCOR). The program aimed to deepen understanding of the digital ecosystem, improve handling of digital transformation challenges, and enhance funding efficiency for universal service.
Participants included government officials, ICT policymakers, and regulatory heads from nine countries across North and South America. The program was delivered in two phases: virtual sessions on 27–28 November 2025, followed by in-person meetings in Managua, Nicaragua from 3 to 5 December 2025. Over 40 hours were dedicated to exploring key aspects of digital regulation.

The sessions covered regulatory governance, innovative mechanisms like Regulatory Sandboxes, emergency communications, cybersecurity, and online child protection. Participants gained insights into national cybersecurity strategies and the importance of collaborative regulation. They also explored innovative regulatory mechanisms and approaches.
This initiative is part of CST's agreement with ITU to support developing countries. It reflects Saudi Arabia's commitment to enhancing global human capabilities by sharing its pioneering experience in digital regulation with developing nations. The program also highlighted the latest regulatory developments and global trends.
The program helped participants address digital transformation challenges while strengthening universal access and service funding efficiency. It introduced them to national cybersecurity strategies and emphasized collaborative regulation's significance. Additionally, it provided insights into innovative regulatory mechanisms.
This effort underscores Saudi Arabia's humanitarian role in boosting global human capabilities through the Academy’s tracks in digital regulatory policies. By transferring its expertise to developing countries, Saudi Arabia aims to enhance their capabilities in managing digital ecosystems effectively.
