Guterres Urges Imperative Reform Of Security Council And Expansion Of Membership For Fair Representation

The UN Security Council has reaffirmed its dedication to the United Nations Charter and an international order grounded in international law. It also reiterated its primary role in maintaining global peace and security. The Council acknowledged the importance of peacekeeping operations and special political missions, welcoming collaboration with regional and subregional organisations.

Marking the UN's 80th anniversary, Secretary-General António Guterres reminded the Security Council that its mission is not about great powers but about "the lives of parents, refugees and soldiers — about human suffering and human hope." He urged those at the table to uphold this mandate.

Guterres emphasised that reforming the Security Council is crucial and long overdue. He highlighted the need for expanding membership to ensure fair representation, particularly for Africa, Latin America, the Caribbean, and Asia-Pacific regions. These areas often bear significant peacekeeping burdens yet remain underrepresented.

The UN emblem, featuring an olive crown, symbolises peacemaking. The "privileged few who sit at this table" must be worthy of that crown. Guterres called for opening the chamber doors, reforming the institution, and preparing it for future challenges.

The legitimacy of the Security Council is fragile today. States acting outside the Charter have eroded trust in the United Nations, setting a dangerous precedent. Guterres stressed that restraint in using veto power is necessary to maintain credibility.

A more inclusive Council could help overcome deadlocks and strengthen stability in today's multipolar world. This inclusivity would ensure that diverse voices are heard and considered in decision-making processes.

The call to action is clear: without a Security Council fit for purpose, global safety is at risk. It is our responsibility to create a body capable of addressing future challenges while delivering justice and security for all.
