The MoU establishes a framework for proactive risk detection and management. Both organisations will share information on cyber risks, threats, and incidents while coordinating joint responses. They will also exchange indicators of compromise and monitor malware spread. Technical expertise and promising solutions in information security will be shared as part of this collaboration.

Dr. Mohammed Hamad Al Kuwaiti stated, "This cooperation reflects a shared vision to address the growing security and cyber challenges and to enhance the exchange of expertise." He emphasised the importance of unifying efforts across prevention, deterrence, and response to strengthen critical infrastructure security and reinforce trust in digital services.

James Anthony Morse highlighted Rabdan Academy's commitment to enhancing national cybersecurity capabilities. He said, "We are firmly committed to strengthening national capabilities and expertise in cybersecurity." The partnership with the Cybersecurity Council will expand specialised programmes, build professional partnerships, and create training opportunities for talented individuals.

The collaboration aims to build national teams' capacity by equipping Emirati professionals with specialised technical skills. Education and training programmes will be designed alongside cross-sector cyber exercises, simulations, workshops, conferences, educational visits, and specialised courses.

Focus on Research and Development

Under the MoU terms, both parties will engage in scientific research and consulting studies related to cyber and national security. New pathways for human capital development will include field training opportunities with partners of the Cybersecurity Council. Professional networking for outstanding graduates in related disciplines will also be facilitated.

This initiative aligns with the Cybersecurity Council's strategy to create a safe cyber environment that supports organisational growth. The ultimate goal is improving digital life quality while establishing a secure digital community within the UAE.

Strengthening Institutional Policies

The MoU reflects the UAE's approach to building robust digital resilience by aligning institutional policies with evolving challenges. Joint action plans will promote technical data exchange while developing innovative information security solutions. Cross-sector training initiatives aim to enhance competitiveness and leadership in cybersecurity.

This collaboration enhances Rabdan Academy's role in preparing talent through an integrated education system that supports national cybersecurity needs. Future initiatives include applied research outputs and continuous updates for specialised technical skills.

The partnership between these entities underscores their commitment to advancing cybersecurity measures within the UAE through education, research collaborations, talent development initiatives, policy alignment efforts—and ultimately—creating a more secure digital future for all stakeholders involved.
