Qatar is making significant strides towards becoming a regional leader in the knowledge economy, aligning with its Qatar National Vision 2030. This vision focuses on transitioning from a resource-dependent economy to one driven by knowledge, innovation, and technology. Key elements of this transformation include investments in digital infrastructure, nurturing national talent, adopting advanced technologies, and supporting startups.
Qatar's progress is evident in its leap from 78th to 53rd place in the 2024 UN E-Government Development Index among 193 countries. The country also ranks fifth globally in the Telecommunications Infrastructure Index. These achievements reflect Qatar's commitment to accelerating digital transformation through strategic partnerships with tech giants like Microsoft, Google, and IBM.

The "Qatar Digital Agenda 2030" serves as a comprehensive framework for national digital transformation. It aims to leverage advanced technologies for economic and social development. This agenda is built on six core pillars: digital infrastructure, government, technology, innovation, economy, and society. It outlines 23 strategic initiatives through 2030.
Qatar's Third National Development Strategy (2024–2030) sets specific targets such as automating 90% of government services by 2030. The strategy aims to improve Qatar's global rankings in governance and smart government performance while enhancing efficiency and transparency.
Beyond infrastructure, Qatar is investing heavily in human capital. The digital agenda aims to create around 26,000 jobs in the ICT sector by 2030. It also seeks to increase Qatari participation in this sector to 10%. Ooredoo plays a crucial role by investing in Qatari talent through advanced technical skills development programmes.
Ooredoo has launched hands-on training in AI tools and data analytics. A Data Governance Council at Ooredoo fosters responsible innovation. Through partnerships with global academic and technology institutions, Ooredoo aims to cultivate a new generation of digital leaders aligned with Qatar National Vision 2030.
AI Initiatives and Regulatory Framework
The establishment of the Artificial Intelligence Committee under Cabinet Decision No. 10 of 2021 marks a significant step forward for Qatar. This committee develops national AI policies and implements the National AI Strategy launched in 2019. Efforts are underway to improve digital infrastructure and establish business incubators focused on AI.
The Acting General Manager of Qatar Chamber emphasised the need for updated laws to align with AI advancements. He highlighted that such updates would foster innovation while ensuring transparency and protecting individual rights within ethical frameworks.
Economic Impact of Digital Transformation
The Ministry of Communications and Information Technology estimates that digital transformation will contribute approximately QR40 billion ($11 billion) to the economy through increased productivity across sectors. The ICT sector's contribution to non-oil GDP is expected to rise significantly by 2030.
AI expert Abdulrahman Ali Al Harib noted that AI enhances efficiency across various sectors like renewable energy, healthcare, education, and industry. He stressed the importance of treating domestic data sources as strategic assets while advocating for robust national data reserves.
Education and Healthcare Advancements
Education plays a central role in Qatar’s knowledge-based development strategy. Innovative learning models integrating both traditional and digital instruction have been adopted along with AI technologies for personalised learning experiences.
The healthcare sector has seen improvements through electronic health records and remote monitoring applications. These innovations have expanded access to care while reducing geographic barriers.
