Qatar's New Law Promotes Job Nationalization In The Private Sector

The Ministry of Labour has highlighted Law No. (12) of 2024, which focuses on job nationalization in the private sector. This law was recently enacted by His Highness the Emir Sheikh Tamim bin Hamad Al-Thani.

This legislation aligns with Qatar National Vision 2030, particularly within the pillar of human development, by facilitating strategic investments and creating opportunities for employment and training for Qatari citizens.

Qatar Boosts Local Jobs in Private Sector

The law aims to increase the effective participation of the national workforce in private sector institutions and companies. It seeks to open up new employment and career opportunities for Qataris and the children of Qatari women, thereby maximizing the utilization of qualified national competencies.

The Ministry clarified that the primary objectives include enhancing labour market attractiveness to nationals, increasing companies' ability to attract citizens, ensuring job stability for national cadres, developing professional skills, meeting labour market demands for qualified personnel, and incentivizing private sector participation.

Entities subject to nationalization under this law include employers managing private establishments registered in the commercial register, commercial companies operating in the state (whether state-owned or privately owned), and private non-profit institutions, sports institutions, associations, and similar entities.

The Ministry announced plans to develop a job nationalization strategy for the private sector. This plan will classify entities based on size, workforce, and job types. It will encompass policies for training, employment, qualification, and university scholarship programs.

Key provisions of the law include granting financial incentives to beneficiaries such as Qataris and children of Qatari women. The law also offers various benefits, facilities, and privileges to entities covered by the nationalization scheme.

The Ministry emphasized that these provisions address many challenges that have previously hindered nationalization efforts. They establish conditions necessary to make the private sector more attractive to Qataris and children of Qatari women.

The law empowers the Ministry of Labour to provide incentives, facilities, and privileges. It also allows sponsoring citizens for university studies in coordination with relevant authorities to prepare them for private sector roles.

To ensure job security for Qatari citizens and provide a stable work environment, standard employment contract templates will be issued. These templates will be binding on entities subject to the law's provisions.

The Ministry underscored its ongoing efforts to enhance national cadre participation in the labour market. It noted its role in employing Qataris and children of Qatari women across various private sector institutions.

In light of this new legislation, the Ministry will play a pivotal role in qualifying citizens through training programs developed in partnership with the private sector. These programs aim to enhance skills and prepare individuals for the labour market while monitoring company compliance with nationalization policies.

This transformation will be achieved by leveraging a highly skilled Qatari talent pool while also attracting foreign talents with advanced skills.

The Third National Development Strategy supports this transformation towards a more productive labour market focusing on high-skill jobs.
