PIF And Google Cloud Collaborate To Establish AI Hub In Saudi Arabia's Eastern Region
A strategic partnership between PIF and Google Cloud aims to establish a global AI hub near Dammam in Saudi Arabia's Eastern Region. Announced at the Future Investment Initiative (FII8), this collaboration seeks to position Saudi Arabia as a leading AI destination for enterprises and startups. The initiative will enhance the Saudi workforce by offering AI programs to millions of students and professionals, aligning with the national goal of expanding the ICT sector by 50%.
Businesses can expect improved AI application quality and data services through this partnership, which leverages Google Cloud’s technology. Subject to regulatory approvals, joint research on Arabic language models and Saudi-specific AI applications will be a focus. This collaboration highlights Saudi Arabia’s appeal for major tech initiatives due to its strategic location, advanced infrastructure, and access to fast-growing Middle Eastern markets.

Preliminary research by Access Partnership, commissioned by Google Cloud, suggests that the new AI hub could contribute $71 billion to Saudi Arabia’s GDP over eight years. Increased economic activity from AI adoption is expected to create thousands of highly skilled jobs. These investments build on Google Cloud’s existing presence in Saudi Arabia, including the Dammam cloud region launched last year.
The partnership will feature high-performance infrastructure with TPU and GPU accelerators and the Vertex AI platform for building generative AI applications. Governor of PIF Yasir Al-Rumayyan stated, "We are delighted to welcome this new Google Cloud AI hub to Saudi Arabia. This partnership demonstrates PIF’s dedication to fostering an AI-friendly environment through investments in human capital and technology."
PIF and Google Cloud plan to enhance Arabic-language capabilities within Google's generative AI model family, Gemini. By integrating additional Arabic datasets with Google Cloud’s technology, local businesses can incorporate these models into their systems. This will enable sophisticated Arabic-language AI agents and applications.
Ruth Porat, President and Chief Investment Officer of Alphabet and Google, commented on the partnership's impact: "This strategic partnership will accelerate the adoption of AI in the local language and across industries—including healthcare, retail, financial services, and more—for enterprises and startups in Saudi Arabia."
Investment in Technology Sector
Technology is a priority investment sector for PIF, supporting critical areas like entertainment, financial services, healthcare, transportation, logistics, utilities, and renewables. PIF’s telecom investments include SITE for digital services through national talent and iot squared for Internet of Things solutions.
The collaboration underscores Saudi Arabia's attractiveness for tech initiatives due to its potential for reliable renewable energy supporting the AI hub. Yasir Al-Rumayyan emphasized that Saudi Arabia is ideal for global tech partners as PIF offers sector expertise with a long-term investment approach.
