NIDLP Achieves 39% Growth In Non-Oil GDP Reaching SAR 986 Billion By 2024
The National Industrial Development and Logistics Program (NIDLP) is a key element of Saudi Vision 2030, playing a crucial role in boosting economic growth and diversification. Launched in 2019, it integrates energy, mining, industry, and logistics sectors. The program focuses on enhancing local content and utilising Fourth Industrial Revolution technologies to expand the economic base.
According to the NIDLP annual report for 2024, the program's activities contributed significantly to the Kingdom's non-oil GDP. This contribution reached SAR986 billion, up from SAR949 billion in 2023. Non-oil activities now account for 55% of the total GDP. The manufacturing sector saw a 4% increase, while mining, transportation, and storage sectors grew by 5% collectively.

In 2024, non-oil exports totalled SAR514 billion, marking a 13.2% rise compared to the previous year. This includes SAR217 billion in non-oil commodity exports with a 4% growth rate. Re-exports amounted to SAR91 billion, showing a remarkable 42% increase. Service exports also grew by 14%, reaching SAR207 billion annually.
The NIDLP sectors employed over 2.433 million workers in 2024, creating more than 508,000 new jobs. Among these were over 81,000 positions for Saudis—42,000 men and 39,000 women. Manufacturing, mining and quarrying, electricity and gas, along with transportation and storage sectors were major contributors to employment growth.
Non-governmental investments in NIDLP sectors reached SAR665 billion. The Saudi Industrial Development Fund approved cumulative net loans totalling SAR198 billion. Meanwhile, the Saudi Export-Import Bank provided cumulative credit facilities worth SAR69.14 billion.
By the end of 2024, there were 12,589 industrial facilities with an addition of 1,511 new factories completed that year. Cumulative non-governmental investments in industrial cities and special zones amounted to SAR1,412.96 billion.
Renewable Energy Initiatives
The renewable energy sector saw significant advancements with projects totalling a capacity of 20 gigawatts launched. New solar energy agreements for an additional capacity of 3.7 gigawatts were signed while another 3.6 gigawatts became operational commercially.
A record low global purchase price for wind energy was set at SAR0.0587 per kilowatt-hour. This achievement contributed to reducing carbon emissions by approximately 1.7 million tons annually.
Mining Sector Developments
The mining sector showed strong activity according to the NIDLP annual report for 2024 with mineral exploration expenditure reaching SAR228 per square kilometre. The number of mining sites available for tender increased by an impressive 380% compared to last year.
The sector aims to contribute SAR176 billion to GDP by 2030 while creating around 219,000 jobs. Globally recognised as having one of the best environments for mining licensing now ranks second worldwide.
Logistics Sector Advancements
The logistics sector also experienced substantial development with total logistics licenses reaching up to a count of over one thousand fifty-six (1,056). The number of logistics centres dedicated towards re-export expanded significantly from just two centres back in twenty-nineteen (2019) up until twenty-three (23) today.
Port utilisation increased from its baseline figure standing at fifty-point-two percent (50%) rising upwards towards sixty-four percent (64%). Additionally customs clearance time was reduced impressively downwards into only two hours duration overall handling seven-and-a-half million containers effectively throughout this period too!

NIDLP surpassed several key performance indicators: military industries localisation reached nineteen-point-three-five percent (19%), exceeding its twelve-point-five percent target; local content within non-oil sectors totalled one-thousand-two-hundred-thirty-one-billion riyals surpassing both targets set initially alongside baselines previously established beforehand altogether combined together successfully overall too!
