New Expropriation Law In Saudi Arabia Promotes Transparency And Fair Compensation For Property Owners
Mohammed Aljadaan, Minister of Finance and Chairman of the State Properties General Authority (SPGA), expressed gratitude to King Salman bin Abdulaziz Al Saud and Crown Prince Mohammed bin Salman for approving the Law of Expropriation of Real Estate for Public Benefit and Temporary Taking of Property. This law is a crucial part of the reforms under Saudi Vision 2030, aiming to streamline real estate expropriation processes transparently.
The new law ensures fair compensation for both property owners and developers. It aims to standardise procedures for expropriating and temporarily possessing real estate, ensuring transparency and serving public interest. The legislation is seen as a significant regulatory step forward in line with Saudi Vision 2030's objectives.

Dr. Abdulrehman Al-Harkan, SPGA Governor, also thanked the leadership for this legislative approval. He highlighted that the law protects the rights of property owners and developers through its comprehensive provisions. The law establishes a unified framework to organise, supervise, and oversee real estate expropriation and temporary possession activities.
A dedicated committee within SPGA will handle requests related to expropriation or temporary possession. This committee will include representatives from relevant government entities to ensure a coordinated approach. The law mandates securing necessary funding before initiating any procedures, ensuring financial readiness.
Before proceeding with expropriation, efforts must be made to identify state-owned properties that meet project requirements. This step is crucial in optimising resource use and minimising unnecessary expropriation actions. The approach aligns with broader goals of efficient resource management under Saudi Vision 2030.
The approval of this law marks a significant advancement in regulatory reforms aimed at enhancing transparency and fairness in real estate dealings.
