Muslim Council Of Elders Addresses Key Strategies At International Conference On Combating Islamophobia
The Muslim Council of Elders played a key role in the Third International Conference on Combating Islamophobia. This event took place in Baku, Azerbaijan, from 26th to 27th May 2025. The conference, themed "Islamophobia in Focus: Unveiling Bias, Shattering Stigmas," gathered religious leaders, policymakers, scholars, and experts worldwide.
Dr. Samir Boudinar, Director of the Al Hokama Center for Peace Research, highlighted the need for new strategies to tackle Islamophobia. He argued that it is not just a natural fear but a deliberate behavior fueled by institutionalized hate discourse. He stressed the importance of updating concepts and terminology to reflect Muslims' real experiences in Western societies.

Dr. Boudinar delivered his speech on behalf of Judge Mohamed Abdelsalam, Secretary-General of the Muslim Council of Elders. He emphasized creating clear frameworks and practices to build a strong knowledge base. This would help design effective initiatives and projects to combat Islamophobia.
The conference was co-organised with several partners, including the Baku International Multiculturalism Center (BIMC) and the Center of Analysis of International Relations (AIR Center). It aimed to address the challenges posed by Islamophobia by bringing together global religious leaders and policymakers.
Dr. Boudinar also highlighted the crucial role of youth in combating Islamophobia. He described them as central to institutions and vital for renewal and innovation. The Muslim Council of Elders focuses on empowering youth through initiatives like the Emerging Peacebuilders Forum (EPF) and the "Global Student Dialogues on Human Fraternity" programme.
Five years ago, an initiative was launched by the Muslim Council of Elders to create a comprehensive legal report on hate speech targeting Muslims. This report examines legislative frameworks and procedural challenges in European countries affected by Islamophobia.
Media's Role in Shaping Perceptions
Dr. Boudinar underscored the importance of media monitoring and analyzing Western narratives about Muslims. He noted that populist right-wing movements exploit media tools and artificial intelligence to spread negative stereotypes about Islam.
This detailed report spans over 140 pages and was developed with international legal and consulting institutions' cooperation. It provides an in-depth analysis of legal procedures surrounding hate speech against Muslims.
The conference successfully brought together diverse voices to discuss pressing issues related to Islamophobia. By focusing on comprehensive strategies, youth empowerment, and media influence, it aimed to foster understanding within international institutions and societies.
