Municipalities Ministry Launches Update On Supervisory Boundaries To Enhance Urban Planning

The Ministry of Municipalities and Housing has initiated an update to municipal supervisory boundaries. This effort, launched during a workshop in Riyadh, aims to boost municipal efficiency and developmental coordination. The ministry collaborates with the United Nations Development Programme (UNDP) and the United Nations Human Settlements Programme (UN-Habitat), using global expertise as part of a cooperation agreement made at the Cityscape Global Exhibition in September 2023.

More than 60 representatives from municipalities and sub-secretariats, alongside international experts, attended the workshop. They discussed challenges related to supervisory boundaries and devised practical solutions. Al-Baha Municipality's experience was reviewed as a successful model for updating and aligning supervisory boundaries, offering insights that can be applied elsewhere.

Khalid bin Mohammed Al-Ghamlas, Deputy Minister for Urban Planning and Lands, highlighted the initiative's goals. He stated it aims to improve municipal system efficiency and structure while addressing current challenges. This will lead to better urban planning, service management, infrastructure handling, and broader access to municipal services.

Taina Christiansen, UN-Habitat Country Representative in Saudi Arabia, emphasized the importance of clear municipal boundaries. She noted that harmonized authorities and equitable service coverage are crucial for effective urban management. These elements ensure fair service access, efficient land use, and targeted investments in housing and public spaces.

Margaret Jones Williams, Deputy Resident Representative of UNDP in Saudi Arabia, pointed out that strengthening the municipal system's structure will enhance local planning and urban management. It will also improve institutional capacities and governance frameworks while ensuring sustainable transformation.

Commitment to Vision 2030 Goals

This initiative is part of a three-year program between the ministry, UNDP, and UN-Habitat. It includes six initiatives focused on enhancing spatial planning governance, empowering municipalities, building capacities, and supporting innovation in urban development. This partnership underscores Saudi Arabia's commitment to achieving Vision 2030 goals through sustainable urban development.

The collaboration with international experts reflects the Kingdom’s dedication to inclusive urban growth. By leveraging global expertise, Saudi Arabia aims to create effective urban environments that align with its long-term vision for sustainable development.
