MoHRE Identifies 405 Instances Of Fake Emiratisation In Private Sector During H1 2025

The Ministry of Human Resources and Emiratisation (MoHRE) has identified 405 instances of 'Fake Emiratisation' within private sector firms in the first half of 2025. Legal measures have been initiated against these companies, following Cabinet Decision No. (43) of 2025, which addresses administrative violations related to the Emirati Talent Competitiveness Council's (ETCC) initiatives and programmes.

MoHRE emphasised the effectiveness of its inspections and digital monitoring in uncovering such practices. These 'Fake Emiratisation' schemes are seen as isolated incidents rather than a widespread issue in the UAE labour market. The Ministry is committed to addressing non-compliance with Emiratisation policies firmly.

MoHRE Reports on Fake Emiratisation Cases

The Ministry highlighted that 'Fake Emiratisation' undermines broader goals beyond just employing UAE citizens. The aim is to cultivate a productive and sustainable Emirati workforce in the private sector. This initiative seeks to empower Emiratis to contribute significantly to national development, especially in key sectors targeted by semi-annual goals.

Emiratisation plans focus on enhancing UAE citizens' skills through genuine employment opportunities. These roles should advance their capabilities, aligning with the country's development journey and economic growth objectives.

The Ministry praised private sector adherence to Emiratisation policies and targets. It assured continued support for compliant companies by including them in the Emiratisation Partners Club. This inclusion offers benefits like an 80% reduction on Ministry transaction fees and prioritisation in government procurement, in collaboration with the Ministry of Finance.

Additionally, compliant businesses gain from the Nafis programme, which supports UAE citizens' wages alongside other advantages. This initiative encourages companies to align with national employment strategies while benefiting from various incentives.

MoHRE remains dedicated to fostering a skilled Emirati workforce within the private sector. By addressing negative practices like 'Fake Emiratisation,' it aims to ensure that employment initiatives genuinely benefit UAE citizens and contribute to the nation's economic progress.
