MoHESR And Ajman General Secretariat Collaborate To Enhance Higher Education Licensing And Accreditation
The Ministry of Higher Education and Scientific Research (MoHESR) has entered into a Memorandum of Understanding (MoU) with the General Secretariat of the Executive Council in Ajman. This agreement aims to improve institutional integration, regulate licensing for higher education institutions (HEIs) in Ajman, and accredit their academic programmes. The collaboration seeks to ensure educational quality, streamline processes, and support national efforts to unify standards.
Under this partnership, both parties will work together to standardise the licensing procedures for HEIs. Institutions must meet MoHESR’s licensing requirements before they can operate. Additionally, all academic programmes need accreditation from the Ministry to guarantee official recognition of degrees awarded. This ensures that educational standards are consistently maintained across institutions.

Dr. Abdulrahman Al Awar, Minister of Human Resources and Emiratisation and Acting Minister of Higher Education and Scientific Research, stated, "The MoU reflects the UAE’s vision to strengthen cooperation between federal and local entities to create an educational environment aligned with national aspirations. It aims to unify procedures, facilitate regular data and reports exchanges and promote joint oversight to uphold the highest standards of governance, supporting the UAE’s vision to build a flexible, integrated higher education system."
Dr. Saeed Saif Al Matrooshi, Secretary-General of the Executive Council – Ajman, highlighted that this MoU aligns with directives from H.H. Sheikh Ammar bin Humaid Al Nuaimi, Crown Prince of Ajman and Chairman of Ajman Executive Council. The aim is to enhance cooperation with federal entities in developing Ajman's educational system according to top standards. This collaboration forms a strategic partnership between Ajman's government and MoHESR.
Dr. Al Matrooshi added, "This collaboration establishes a strategic partnership between the Ajman government and MoHESR to ensure quality education, empower national talent and support Ajman Vision 2030 and the UAE’s sustainable development goals." The agreement supports Ajman Vision 2030 by empowering national talent through quality education.
Enhancing Educational Standards
The agreement involves joint oversight of HEIs’ compliance with approved standards. This approach aims to streamline audits while improving educational quality. By aligning with MoHESR’s efforts, it seeks to unify governance and accreditation nationwide. This enhances HEIs’ readiness for future challenges while strengthening their role in driving sustainable development.
Dr. Al Awar further commented on how this partnership empowers Ajman-based HEIs: "This partnership will empower Ajman-based HEIs to design academic programmes that align with national priorities, labour market needs and student aspirations. We will continue collaborating with public and private partners to promote quality and continuous improvement in higher education and research."
