MoHAP Unveils Comprehensive Roadmap To Enhance Health Services Efficiency And Quality
The Ministry of Health and Prevention (MoHAP) has successfully revamped a series of essential services, cutting their number by half. This initiative is part of Phase II of the UAE's "Zero Government Bureaucracy" programme. The programme aims to simplify government processes, making them quicker and more efficient to enhance quality of life and institutional productivity.
In this phase, MoHAP prioritised a human-centric approach, focusing on customer experience. Key strategies included streamlining service procedures, reducing paperwork, and eliminating redundant requirements. Digital systems were integrated to minimise the number of smart applications in use. These changes aim to save time, cost, and effort for users while improving data exchange with partner entities.

The first package introduced during this phase involved licensing and accreditation services for healthcare professionals and facilities. This overhaul reduced the number of services from 32 to 16, significantly cutting processing times and boosting operational efficiency. These changes align with the programme’s goal of eliminating digital bureaucracy by offering streamlined services.
Dr. Mohammed Salim Al Olama, Undersecretary of MoHAP, highlighted the Ministry's success in completing Phase II as evidence of the UAE leadership’s dedication to providing efficient government services. "Our approach aligns perfectly with the government's flexible and forward-looking model for service delivery," said Dr. Al Olama. He emphasised that these improvements are designed to meet citizens' expectations through innovation and advanced digital tools.
Abdullah Ahli, Acting Assistant Undersecretary for Support Services Sector at MoHAP, stressed the participatory nature of their approach. "We adopted a co-design methodology through workshops involving stakeholders from the healthcare sector," Ahli explained. By analysing user experiences, they ensured new services are smoother and more results-oriented.
Future Service Packages
Following successful testing phases and user experience assessments, MoHAP plans to launch additional redesigned service packages across various sectors. These forthcoming packages will include a broader range of priority services, reinforcing the Ministry’s role in advancing national strategic objectives and improving quality of life.
To evaluate these improvements' impact, MoHAP conducted surveys and user experience studies. They acknowledged both internal teams and proactive users whose suggestions significantly contributed to enhancing service delivery. This effort supports the UAE Government’s vision for an agile model that anticipates needs and delivers fast results.
Phase II aims for complete elimination of digital bureaucracy by removing redundant steps and minimising smart applications. It involves adopting artificial intelligence and shifting government work culture to strengthen UAE’s global competitiveness further.
