Sheikh Mohammed Issues New Law Regulating Law Enforcement Capacity In Dubai
In his capacity as the Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister, issued Law No. (19) of 2024 regulating the grant of law enforcement capacity in the emirate of Dubai. This law governs the granting of law enforcement powers in Dubai. It aims to ensure effective legislation implementation and foster public-private partnerships in managing public facilities.
The law extends its provisions to government employees, private company staff contracted by the government, and institutions with law enforcement roles. It also includes community members in Dubai, both citizens and residents, except for judiciary members and police officers.

The law specifies conditions for granting law enforcement capacity to employees and community members. Community members must be at least 30 years old, though exceptions can be made by senior officials if needed. Individuals must have relevant knowledge and expertise in their supervisory field.
Training is mandatory for those granted law enforcement capacity, ensuring they are proficient with modern technology. The use of Arabic is required during investigations, and guidelines are set for judicial officers' duties and performance evaluations.
The responsibilities of those with law enforcement capacity include identifying violations and following grievance mechanisms. The procedures for issuing executive decisions are also outlined in the law.
Revocation of law enforcement capacity can occur based on a decision from the Chairman of the Supreme Legislative Committee in Dubai. This ensures accountability among those granted such powers.
Legislative Changes
Law No. (19) of 2024 replaces Law No. (8) of 2016 regarding the regulation of granting law enforcement capacity in Dubai. Any conflicting legislation is annulled by this new law.
Existing decisions under Law No. (8) of 2016 remain valid unless they conflict with the new law until new regulations are issued. This transition ensures continuity while aligning with updated legal frameworks.
The new law will be published in the Official Gazette and will take effect from its publication date, marking a significant step in enhancing governance within Dubai's legal system.
