Mohammed Bin Rashid Initiates New Strategic Planning Cycle To Achieve We The UAE 2031 Vision
His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, emphasised the importance of proactiveness, future readiness, and strategic planning. These elements are crucial to the UAE's governance model, enhancing its global reputation for government efficiency and excellence. This approach supports sustainable development across various sectors and accelerates the achievement of national goals.
Sheikh Mohammed has initiated a new strategic planning cycle for the Federal Government aimed at 2031. This plan focuses on integrating artificial intelligence into government operations, simplifying processes, optimising resources, and improving financial efficiency. The emphasis has shifted from regulatory strength to agility and intelligent resource management.
The new cycle represents a significant shift in strategic planning within the federal government. It aligns with the 'We the UAE 2031 Vision' by adopting a more intelligent, agile approach to change. This involves 38 federal entities and includes directors of strategy, future planning, and finance working together to implement proactive strategies.
During a strategic workshop organised by the Prime Minister’s Office at the Ministry of Cabinet Affairs, participants discussed key aspects of this new cycle. The workshop aimed to introduce features of the shortened three-year cycle designed to adapt quickly to global changes while maintaining flexibility for regular updates.
The workshop highlighted strategic intelligence as a core component of government planning. It enables effective decision-making through advanced analytics and accurate data forecasting tools. This allows decision-makers to anticipate changes and develop proactive plans with integrated performance indicators linked to future challenges.
Participants explored how innovation, integration among entities, and future readiness can be achieved through collective thinking and cooperation between strategy and finance directors. This ensures alignment with national vision objectives while promoting policy coherence.
Enhancing Performance Efficiency
The updated planning cycle model aims to enhance performance efficiency by simplifying procedures and reducing administrative requirements. This enables entities to focus on implementing strategic projects rather than daily operational tasks, thereby accelerating execution.
Huda Al Hashimi, Head of Strategy and Government Innovation for the UAE Government, outlined efforts by federal entities to translate 'We the UAE 2031 Vision' goals into tangible initiatives. She noted that recent strategies like the National Cybersecurity Strategy have significantly boosted future planning efforts.

The workshop reviewed efforts by federal entities to translate objectives into actionable national initiatives contributing to a prosperous future. Participants discussed adopting new models based on proactive planning and big data analysis to anticipate changes effectively.
