Sheikh Mohammed Bin Rashid Establishes Dubai Resilience Centre To Enhance Crisis Management Capabilities

His Highness Sheikh Mohammed bin Rashid Al Maktoum, the Ruler of Dubai, has enacted Decree No. (48) of 2024. This decree establishes the Dubai Resilience Centre, a new public entity aimed at enhancing Dubai's ability to handle risks, emergencies, crises, and disasters. The Centre will operate under the Supreme Committee of Crisis and Disaster Management.

The primary goal of the Centre is to position Dubai as the world's most agile city in managing various challenges. It aims to prevent and address potential events while ensuring swift recovery. The Centre will coordinate efforts to manage any incidents effectively and support the Supreme Committee's initiatives in this area.

The Dubai Resilience Centre is tasked with preparing a resilience plan and supporting policies for crisis management in Dubai. This involves collaborating with the Executive Committee of the Supreme Committee of Crisis and Disaster Management and other relevant authorities. These plans will be submitted for approval by The Executive Council of Dubai.

Additionally, the Centre will measure performance indicators and track progress in implementing approved plans. Regular reports will be submitted to the Supreme Committee to ensure transparency and accountability in achieving its objectives.

A central operations platform for crisis management will be managed by the Centre, establishing online links with relevant authorities in Dubai. Partnerships with specialised entities at local, regional, and international levels will also be formed to enhance its mission.

The Centre will gather data from various authorities to conduct studies that support developing plans to address threats. It aims to implement effective response strategies and propose initiatives to raise awareness about crisis preparedness.

Executive Structure

An Executive Director, appointed by the Chairman of The Executive Council of Dubai, will lead the Centre. Key responsibilities include proposing policies aligned with Dubai's goals for approval by the Supreme Committee and overseeing their implementation.

The Executive Director will also set performance targets, measure progress, and coordinate with relevant authorities to develop improvement plans. This ensures that all strategies are effectively executed and aligned with Dubai's objectives.

Legal Obligations

Decree No. (48) of 2024 mandates full cooperation from all government and non-government entities in Dubai with the Centre. They must provide necessary support, data, information, documents, statistics, and studies requested by the Centre to fulfil its tasks efficiently.

The Chairman of the Supreme Committee of Crisis and Disaster Management will issue decisions required for implementing this Decree's provisions. Any conflicting legislation will be annulled upon this Decree's issuance date.

This initiative marks a significant step towards strengthening crisis management capabilities in Dubai. By establishing a dedicated entity like the Dubai Resilience Centre, the emirate aims to enhance its preparedness for future challenges while ensuring rapid recovery from any unforeseen events.
