H.H. Sheikh Mohammed bin Rashid bin Mohammed bin Rashid Al Maktoum attended the opening of the third Machines Can See (MCS) Summit 2025 in Dubai. This summit is a major event for computer vision and AI experts, attracting over 2,000 leaders, researchers, investors, and policymakers. The gathering aims to foster strategic partnerships between government and private sectors to advance AI innovation.

The summit was organised by the Dubai Centre for Artificial Intelligence in collaboration with the Artificial Intelligence, Digital Economy and Remote Work Applications Office. It is part of Dubai AI Week and held under the patronage of H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum. The event seeks to align governmental efforts in shaping AI's future and leveraging its applications for societal benefit.

A high-level ministerial dialogue titled 'Wanted: AI to Retain and Attract Talent to the Country' took place on the opening day. Senior policymakers from countries like the UAE, Egypt, Malaysia, Kazakhstan, and Indonesia participated. The session focused on strategies to attract and retain talent essential for advancing AI-driven innovation.

Omar Sultan Al Olama, Minister of State for Artificial Intelligence, highlighted that developing AI solutions is crucial for enhancing government work and establishing a new economic model. He emphasised that this aligns with the UAE’s vision for sustainable development and global competitiveness across various sectors.

Alexander Khanin, founder of the summit, stated: "We built Machines Can See so ideas don’t get trapped in labs; our goal is to turn breakthrough research into products that change lives." Gobind Singh Deo from Malaysia discussed building a digital ecosystem driven by innovation and responsible AI adoption.

Dr. Amr Talaat from Egypt shared insights on Egypt’s National AI Strategy's second phase. He stressed that artificial intelligence should empower talent and drive inclusive development through training and support for AI-powered start-ups.

Regional Collaborations

Zhaslan Madiyev from Kazakhstan highlighted initiatives like the Digital Nomad Visa to attract global talent while focusing on ethical AI. Meutya Hafid from Indonesia announced plans for a National GPU Lab and a programme for 50,000 developers annually to enhance smart agriculture and health resilience.

A Memorandum of Understanding (MoU) was signed between Astana Hub (Kazakhstan), IT-Park Uzbekistan, and Al-Farabi Innovation Hub (UAE). This agreement aims to create a unified platform supporting Central Asian start-ups in expanding across the MENA region.

Technological Advancements

The summit featured discussions on national strategies for talent development in AI fields like robotics, autonomous vehicles, industry, and arts. Gerard Medioni from Amazon Prime Video & Studios demonstrated machine-learning models that personalise viewing recommendations at frame level.

Dr. Michael Bronstein from Oxford University highlighted Geometric Deep Learning's role in drug design. Daniele Iacovelli from Roche presented an AI-based predictive control case study that can compress biopharma development timelines.

Ethics and Safety in AI

A panel titled "Good AI: Between Hype and Mediocrity" explored balancing scale with safety in AI applications. Cybersecurity expert Rob van der Veer outlined a playbook for mitigating model risk during his keynote address.

Ministers agreed on unifying talent pathways through accelerated visas while embedding ethics by design in all deployments. They plan to co-author a white paper on cross-border talent mobility and pilot data-sharing projects in healthcare platforms.

The summit concluded with discussions on capital efficiency in deep-tech deals during a venture-capital session featuring investors Lydia Jett and Faris Al Mazrui. These dialogues underscored the importance of aligning technological advancements with ethical considerations globally.
