MoFA Concludes Second National Climate Negotiators Retreat To Prepare For COP30 In Brazil
The Ministry of Foreign Affairs (MoFA) recently wrapped up its Second National Climate Negotiators Retreat at the Anwar Gargash Diplomatic Academy. This event was part of the UAE's preparations for COP30, CMP20, CMA7, and the 63rd Session of the UNFCCC Subsidiary Bodies in Belém, Brazil, from 10th to 21st November 2025. The retreat aimed to enhance internal coordination and align national priorities.
Abdulla Balalaa, Assistant Minister of Foreign Affairs for Energy and Sustainability, highlighted the importance of a unified approach in his opening remarks. He stated, "This team does not represent one ministry, one entity, or one department – it represents the UAE as one unified delegation. You are here because you embody that national responsibility and the leadership shown at COP28, and that is the spirit we must carry on into the implementation phase."

The retreat focused on several key areas such as Just Transition, Climate Finance, and the Global Goal on Adaptation. These topics are crucial for advancing the implementation of the UAE Consensus agreed upon at COP28. The sessions aimed to strategically assess ongoing negotiations and prepare for active engagement with international partners.
Building on progress from previous meetings like SB62 and consultations at UNGA and PreCOP, participants worked to strengthen their approach to climate diplomacy. The goal was to ensure a cohesive strategy across thematic negotiation tracks and key deliverables expected in upcoming international climate discussions.
The UAE reaffirmed its commitment to being a leading voice in climate leadership as it looks forward to COP30. The country aims to build on its legacy from COP28 and continue advocating for ambitious yet fair climate policies that promote equity and sustainable development globally.
The retreat underscored the UAE's dedication to maintaining its role as a decisive player in global climate negotiations. By fostering a unified national approach, the UAE seeks to safeguard its interests while contributing positively to international efforts against climate change.
As preparations continue for future climate conferences, the UAE remains focused on ensuring prosperity for all through sustainable development initiatives. This commitment reflects both national priorities and broader global goals in addressing climate challenges effectively.
