MoF Launches Specialised Certificate In Government Procurement Programme To Enhance Skills And Efficiency
The Ministry of Finance (MoF) has introduced the first cohort of the Specialised Certificate in Government Procurement programme. This initiative, developed with the Chartered Institute of Procurement and Supply (CIPS), aims to enhance public financial management efficiency. It aligns with the Financial Sustainability and Accounting Capacity Building Programme, which has already introduced specialised certifications in finance and accounting.
During a workshop in Dubai, the certification programme was announced, gathering finance and procurement directors, department heads, and specialists from various federal ministries. The programme will run until March 2026 and includes 31 professionals from federal entities. It focuses on improving government procurement skills according to global standards, enhancing analytical thinking, decision-making, risk management, procurement performance, public spending efficiency, and service quality.

Mariam Mohammed Hassan Al Amiri, Assistant Undersecretary of Government Finance Management at the Ministry, highlighted that launching this certificate is a strategic move towards achieving the Financial Sustainability and Accounting Capacity Building Programme's goals. Al Amiri stated that "MoF is committed to empowering national talent with specialised, up-to-date knowledge that supports enhanced institutional performance, improved spending efficiency, and greater transparency and effectiveness in managing financial resources."
Al Amiri further explained that through this programme, the Ministry aims to boost professional readiness among employees in financial and procurement sectors across federal entities. By equipping them with necessary skills to adapt to changes in the financial landscape, they aim to improve government services' quality and ensure more efficient public spending.
The Government Financial Policies and Accounting Standards Department at MoF played a crucial role in designing this programme. They ensured it aligns with international best practices while integrating it into the federal procurement legislative framework. This alignment supports the government's financial transformation strategy.
This certification is part of a broader effort to build financial capabilities among federal government employees. It complements other specialised certificates launched by MoF to develop national competencies, strengthen institutional performance, and encourage innovation within public sector operations.
Strengthening UAE's Global Competitiveness
In January 2025, MoF signed a Memorandum of Understanding with CIPS for introducing the CIPS Practitioner Level Diploma in 2025. This certified credential represents a significant step towards developing national talent and embedding innovation within the government sector. It also reinforces UAE's international competitiveness in public finance and sustainable development.
This initiative aims to enhance UAE’s competitiveness globally in governance, sustainability, and financial transparency—especially within government procurement. By focusing on these areas, MoF seeks to elevate national competencies while ensuring effective management of financial resources.
