MoF Launches 2027–2029 Budget Cycle With Focus On Sustainability And Efficiency Through AI Integration

The Ministry of Finance has initiated the federal general budget cycle for 2027–2029, marking a significant step in evolving the government's financial system. This initiative aims to boost fiscal sustainability and aligns with the leadership's vision for a more adaptable future. Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai and Minister of Finance, highlighted that this budget cycle is crucial for developing the UAE’s public financial system. The Ministry of Finance is redefining the budget's role from merely allocating resources to strategically enabling national objectives.

UAE MoF Unveils New Budget Cycle for 2027–2029

The launch coincided with His Highness Sheikh Mohammed bin Rashid Al Maktoum unveiling the federal government’s new strategic planning cycle, ‘Towards Achieving We the UAE 2031’. This announcement underscores the government's dedication to integrating efforts and enhancing coordination to achieve future national goals. The new budget cycle supports sectors impacting citizens' lives, such as education, healthcare, and social welfare.

Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs, emphasised that this budget cycle builds on past fiscal achievements. It reflects a forward-looking vision focused on empowering government entities and aligning strategy with performance indicators. Artificial intelligence plays a crucial role in transforming the federal budget into a flexible tool that enhances operational efficiency.

The Ministry has laid strong foundations for financial governance by improving legislative frameworks and expanding international partnerships over previous cycles. Public debt remained stable at AED62.1 billion as of June 2025, while federal assets increased to AED464.4 billion by 2024's end. These figures highlight the UAE’s solid financial position.

Al Hussaini noted that recent transformations extend beyond legislative reforms to redesigning budgeting experiences. Budget preparation steps were reduced from 50 to just 10, while procurement cycles shortened from 60 days to under six minutes. This leap forward significantly enhances institutional efficiency and accelerates performance.
