MoEI Launches Federal Roads Service Platform To Streamline NOC Processes And Reduce Bureaucracy

The Ministry of Energy and Infrastructure (MoEI) has introduced the Federal Roads Service Platform. This platform is designed to streamline the process of issuing and renewing No Objection Certificates (NOC) for road works. This initiative aligns with the Zero Government Bureaucracy programme, which aims to simplify government procedures.

Mohamed Almail, Assistant Undersecretary for the Federal Infrastructure Assets Sector at MoEI, stated that the platform aims to align with government goals by reducing bureaucracy and enhancing customer experiences. He said, "Through developing the platform, the Ministry seeks to keep pace with government aspirations to eliminate bureaucracy and enhance customers’ experience. We aim to implement innovative tech-based government practices to improve efficiency and deliver cutting-edge services that go beyond customers’ expectations."

The platform significantly reduces the documentation needed for NOC issuance from eight documents to three. It also cuts down procedures from 26 steps to 13, halving service time from 14 days to seven. For NOC renewals, procedures drop from 11 steps to three, making it instantaneous without needing any documents.

To ensure that future services meet user needs, MoEI's Federal Infrastructure Assets Sector organised three meetings. These gatherings included customers and private sector representatives who provided input on shaping upcoming services.

In early 2024, the UAE initiated a Zero Government Bureaucracy programme. This ambitious plan aims to reform government operations by improving service efficiency and quality. The programme focuses on removing unnecessary procedures and simplifying administrative tasks.

The programme mandates ministries and government entities to act swiftly in implementing changes. It includes cancelling at least 2,000 governmental measures, reducing procedure times by half, and eliminating all redundant bureaucracy by late 2024.

This comprehensive approach reflects a commitment to modernising government processes. By leveraging technology and stakeholder engagement, these initiatives are set to transform public service delivery in the UAE.
