MOCCAE Hosts Zero Bureaucracy Meeting In Ajman To Launch Fishermen Services Package
The Ministry of Climate Change and Environment held the "Zero Bureaucracy Meeting" at Al Zorah Reserve in Ajman. Sheikh Rashid bin Humaid Al Nuaimi and Dr. Amna bint Abdullah Al Dahak were present. The event introduced a new vision to simplify services for customers, including the launch of the "Fishermen Services Package," aimed at supporting fishermen and enhancing national food security.
Dr. Amna bint Abdullah Al Dahak highlighted that the Ministry's development efforts are rooted in national principles, inspired by President His Highness Sheikh Mohamed bin Zayed Al Nahyan's vision. She stated that these efforts align with directives from His Highness Sheikh Mohammed bin Rashid Al Maktoum to implement the "Zero Government Bureaucracy Programme." This programme aims to provide flexible and innovative services for future readiness.

The Ministry has adopted a new approach where customers become partners in service design. Dr. Amna expressed joy over launching the "Fishermen Services Package," which supports one of the UAE’s vital sectors. She noted that reducing bureaucracy aids fishermen, who are crucial to the UAE’s heritage and food system, allowing them to focus on their work rather than administrative tasks.
The meeting was attended by Mohamed bin Taliah, Marwan Abdullah Al Zaabi, and other government officials. They discussed re-engineering government services through the "Fishermen Services Package." This package integrates related services into a single window, reducing documents needed for processes like licence renewals and equipment management.
The Ministry’s efforts have led to significant reductions: 18,624 procedures removed, 7,515 steps cut from customer journeys, 16,269 documents eliminated, and 2,827 requirements dropped. These changes saved 2,620 visits to service centres, showcasing improved efficiency in service delivery.
To ensure community involvement, the Ministry conducted 21 councils and workshops for feedback on service design. Plans are underway for a virtual council for livestock traders between the UAE and Oman. Digital integration involved coordination with 28 entities to reduce paperwork and enhance customer experiences.
Recognition of Strategic Partners
Sheikh Rashid bin Humaid Al Nuaimi and Dr. Amna honoured strategic partners who contributed significantly to the "Zero Bureaucracy" project’s success through the "Fishermen Services Package." Honourees included Ahmed Mohammed bin Thani from Dubai Environment Authority and Ali Ahmed Ali Abu Ghazien from Sharjah Fish Resources Authority.
The honourees also included Abdulrahman Mohammed Al Nuaimi from Ajman Municipality; Engineer Moza Obaid Al Muhairi from Ras Al Khaimah; Ismail Al Sayed Al Hashmi from Abu Dhabi; Suleiman Rashid Al Khadim Al Antali; and Lt. Col. Staff Bakhit Rashid Al Matroushi from the National Guard.
Future-Ready Government Vision
The Ministry launched the "Tahweel Platform," a digital marketplace for trading recyclable materials as part of its digital integration efforts. This phase builds on previous achievements in eliminating bureaucracy across various services, embedding efficiency in institutional work.
At the meeting's end, Dr. Amna and attendees planted mangrove seedlings at a site in Al Zorah Reserve. This action symbolised their commitment to environmental sustainability alongside bureaucratic simplification efforts.
