Ministry Of Finance Advances Zero Bureaucracy Programme With Third Customer Council In Dubai
The Ministry of Finance recently held the third Customer Council in Dubai, focusing on the second phase of the Zero Government Bureaucracy Programme. This initiative, themed "From Idea to Implementation… Advancing towards a Bureaucracy-Free Government," aims to refine solutions for more efficient government services. The event gathered representatives from both government and private sectors to test these solutions, aligning with the UAE's vision for streamlined service delivery.
Younis Haji AlKhoori, Under-Secretary of the Ministry of Finance, attended the meeting alongside Fatima Yousef Al Naqbi and other senior officials. Discussions highlighted progress made through enhanced collaboration, such as improved digital systems and increased automation. These advancements have led to more efficient revenue management and flexible transaction models, supporting the goal of a bureaucracy-free government.

AlKhoori noted that this council signifies a new phase in the Zero Government Bureaucracy Programme. The focus has shifted from idea generation to testing and implementing solutions in real-world settings. He stressed that involving customers directly has reduced procedures and accelerated service delivery, enhancing overall performance.
Fatima Yousef Al Naqbi emphasised that the theme "From Idea to Implementation" marks a mature stage in collaborative government development. The current edition prioritises piloting customer-designed solutions and evaluating their effectiveness. This approach strengthens institutional participation, laying a foundation for service excellence.
The agenda featured presentations on achievements in simplifying procedures, interactive sessions showcasing Zero Bureaucracy applications, and a simulation workshop for testing proposed solutions. The council concluded with recommendations aimed at transforming ideas into practical initiatives that enhance service efficiency and improve customer experience.
Launched in 2023, the Zero Bureaucracy Programme is integral to the We the UAE 2031 vision. It seeks to eliminate unnecessary administrative burdens and promote artificial intelligence use. By removing digital bureaucracy entirely, the programme aims to stimulate economic growth and ensure that the UAE Government remains a global leader in service delivery.
