Ministry Of Finance Partners With Lulu Hypermarket To Enhance Digital Procurement Efficiency
The Ministry of Finance has entered into a strategic partnership with Lulu Hypermarket to enhance the government's digital procurement system. This collaboration allows federal entities to access a broad range of products at competitive prices through the digital procurement platform. The agreement was formalised in Dubai, attended by Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs, and Yusuff Ali, Chairman and Managing Director of LuLu Group International.
This partnership aims to provide federal entities with high-quality products that meet their operational needs. By using the digital procurement platform, these entities will benefit from exclusive discounts, improving public spending efficiency and ensuring better value for money. The agreement also supports the Ministry's efforts to expand its network of approved suppliers within the system.

The Ministry of Finance has introduced the "Punch Out" feature on its digital procurement platform. This new tool connects the platform directly with LuLu Group’s e-commerce site. Federal users can now navigate seamlessly to select products, submit orders, and complete transactions efficiently. LuLu Hypermarket is among the first to activate this feature, showcasing ongoing integration with top local suppliers.
The digital procurement platform is a key initiative in transforming the federal government’s operations digitally. It allows federal entities to conduct procurement processes in a unified and transparent environment, simplifying procedures and reducing costs. The Federal Catalogue on this platform accelerates purchasing processes significantly.
The Federal Catalogue reduces the procurement cycle from 60 days to just 6 minutes. It offers over 120,000 products and services across 35 categories from more than 400 suppliers. Users can search for items and add them directly to their shopping cart without issuing tenders, streamlining operations further.
Mohamed bin Hadi Al Hussaini stated, "This strategic agreement is part of the Ministry of Finance’s ongoing efforts to develop and enhance the efficiency of the government procurement system, in line with the federal government’s vision for more flexible and sustainable business models. Through this partnership, we aim to provide diverse, high-quality options that meet the needs of federal entities while promoting transparency and competitiveness."
Commitment to Efficiency
Yusuff Ali expressed pride in collaborating under this strategic agreement. He said it strengthens public-private partnerships and contributes to developing the UAE’s federal digital procurement system. By offering high-quality products at competitive prices through the federal catalogue, LuLu Group supports achieving efficiency and sustainability in resource management.
The Ministry has completed all requirements under Federal Law on Procurement aimed at enhancing spending efficiency while promoting innovation and sustainability. In February, it launched a Procedures Manual for streamlined operations across all federal entities. A Delegation of Authority Matrix was also introduced to define responsibilities clearly.
To aid transition, training workshops were conducted for federal entities on updates to Federal Procurement Law and related procedures. These sessions ensured compliance with legal standards while familiarising users with key updates on the digital procurement platform.
This collaboration reflects a mutual commitment between public and private sectors towards efficient resource management in government operations. It highlights efforts towards adopting advanced digital solutions that ensure continuity of supply while supporting an integrated financial system vision.
