UAE Ministry Of Climate Change And Environment Unveils Extended Producer Responsibility Framework For Sustainable Waste Management

The Ministry of Climate Change and Environment (MOCCAE) in the UAE is set to introduce a framework for Extended Producer Responsibility (EPR). This initiative aims to tackle environmental issues, enhance waste management, and support the circular economy. The goal is to reduce waste, boost recycling rates, and promote sustainable resource reuse across the nation.

The EPR initiative encourages companies to adopt innovative manufacturing practices and fosters public-private partnerships for advanced waste management solutions. Eng. Alia Abdul Rahim Al Harmoudi from MOCCAE highlighted that EPR is crucial for the UAE Integrated Waste Management Agenda 2023-2026. It aligns with UN Sustainable Development Goals by making manufacturers accountable for their products' entire lifecycle.

UAE Launches Extended Producer Responsibility Framework

Producers are expected to manage post-consumer waste through recovery programmes, treatment, and disposal. The framework aims to involve the private sector more deeply in waste management, promoting optimal product use. This reduces landfill reliance and supports circular economy principles by encouraging shared responsibility between businesses and communities.

The EPR framework is grounded in Article (5) of Federal Law No. 12 of 2018 on Integrated Waste Management. It mandates that both producers and suppliers accept returned products and cover associated costs as per the Executive Regulation. Federal Cabinet Resolution No. (39) of 2021 further details these responsibilities.

The initiative targets three main product categories: packaging materials, electronic devices, and batteries. MOCCAE collaborates with various partners like the Ministry of Economy, environmental authorities, producers, retailers, and waste management providers to create an effective national EPR system.

Collaborative Efforts

To build a robust framework, MOCCAE conducted studies and workshops with stakeholders to gather insights. These efforts ensure that diverse perspectives are considered in developing a comprehensive EPR strategy tailored to different needs.

A pilot project based on EPR principles is underway, aiming for launch soon. This project will test the framework's practicality and provide insights for full-scale implementation. It also focuses on community involvement by educating people about safe disposal practices for specific waste types.

This initiative underscores the importance of community engagement in integrated waste management and environmental conservation efforts across the UAE.
