Ministry Of Climate Change Partners With IBM To Develop AI Solutions For Environmental Sustainability
The Ministry of Climate Change and Environment (MoCCAE) has partnered with IBM to integrate AI into its digital strategy. This collaboration aligns with the UAE's goals for a streamlined government and long-term national visions. The agreement was formalised during GITEX Global 2025 in Dubai, attended by Dr Amna bint Abdullah Al Dahak, Minister of Climate Change and Environment.
Eng. Amal Abdulrahim, representing MoCCAE, emphasised that the partnership aims to leverage AI strategically to tackle environmental issues, improve food and water security, and meet Net Zero 2050 targets. She stated, "Our partnership with IBM is a significant step forward in strengthening our environmental and climate ecosystem." This initiative will also enhance government efficiency and reinforce the UAE's role as a leader in sustainability.

IBM's Shukri Eid highlighted the collaboration's potential to innovate for resilience. He noted that these scalable solutions could serve as a model for both regional and global applications. "This agreement reflects our shared commitment to continue innovating for a more resilient future," Eid said.
The agreement includes developing prototypes for projects using AI to boost sustainability efforts, productivity, and operational efficiency. One focus is an intelligent prototype for CITES certificate verification. This system will automate data entry and validation processes, improving compliance and customer satisfaction while supporting the Zero Government Bureaucracy Programme.
Additionally, the collaboration involves creating mechanisms for fisheries monitoring through mobile apps and cameras at landing sites. This will help track fish stocks accurately, prevent overfishing, and ensure marine sustainability by providing real-time data on fisheries.
Advanced Quarantine Systems
AI technologies will also be used to develop quarantine systems for inspecting agricultural and veterinary consignments. These systems aim to speed up import approvals, detect biological risks early, and protect biosecurity effectively.
To support global standards, the cooperation includes studying requirements for an advanced digital platform for Environmental, Social, and Governance (ESG). This platform will enable transparent national reporting in real-time, aiding effective climate policies and enhancing accountability.
Training Programmes for Skill Enhancement
The agreement also focuses on designing training programmes for ministry employees to enhance their skills in advanced technology. These programmes aim to equip staff with the necessary capabilities to utilise new technologies effectively.
The collaboration between MoCCAE and IBM represents a strategic move towards integrating AI into environmental management. By focusing on innovative solutions across various sectors, this partnership aims to address key challenges while supporting national objectives in sustainability and technological advancement.
