Microsoft Announces $15.2 Billion Investment To Enhance AI Innovation And Digital Growth In The UAE

Microsoft has announced a significant investment of US$15.2 billion in the UAE from 2023 to 2029. This initiative aims to enhance AI and cloud infrastructure, boost digital talent, and foster technological collaboration between the UAE and the US. The investment aligns with Microsoft's commitment to supporting the UAE's vision for innovation and digital transformation.

Microsoft is expanding its AI and cloud data centre infrastructure in the UAE. This includes importing advanced GPUs from the US to power next-generation AI capabilities. By the end of this year, Microsoft will have invested over US$7.3 billion in the UAE, including a US$1.5 billion equity investment in G42 and more than US$4.6 billion in capital expenses for AI and cloud data centres.

H.H. Sheikh Khaled bin Mohamed bin Zayed Al Nahyan highlighted that this investment underscores global confidence in the UAE’s economic vision. It strengthens Abu Dhabi's position as a global hub where innovation and capital converge to build future industries. Brad Smith, Vice Chair and President of Microsoft, stated, "This is not money raised in the UAE. It’s money we’re spending in the UAE."

Microsoft is committed to developing local talent by establishing a Global Engineering Development Center and the Microsoft AI for Good Lab in Abu Dhabi. These initiatives support research in responsible AI and large-scale models. The company plans to skill one million people in the UAE by 2027, including government employees, students, and teachers.

Khaldoon Khalifa Al Mubarak noted that Abu Dhabi is becoming a global centre for AI innovation by embedding technology into every aspect of society and economy. This investment strengthens the technology partnership between the UAE and the US, reflecting their shared commitment to sustainable growth through AI.

Partnerships for Responsible AI

In collaboration with G42 and MBZUAI, Microsoft co-founded the Responsible AI Future Foundation (RAIFF) earlier this year. The foundation promotes ethical AI practices across the Middle East and Global South, advancing research on responsible AI development.

Peng Xiao, Group CEO of G42, remarked on their partnership with Microsoft: "Our partnership with Microsoft is not only about aspiration; it’s about execution and impact." Together, they are deploying world-class digital infrastructure and setting new standards for cross-border collaboration rooted in trust.

Ensuring Compliance with Standards

Microsoft has worked closely with both US and UAE governments to comply with cybersecurity, export control, and responsible AI standards. This reflects Microsoft's commitment to transparency and trust in technology partnerships.

The Intergovernmental Assurance Agreement (IGAA), developed with both governments' consultation, upholds high standards of cybersecurity, data protection, export controls, and responsible AI governance.

From 2026 to 2029, Microsoft will spend over US$7.9 billion more in the UAE on capital expenses for expanding its AI infrastructure. This includes new steps that will be publicly shared soon in Abu Dhabi.

Microsoft's work across the UAE reflects a shared belief that progress must be built on trust between institutions, nations, and people they serve. By connecting technological innovation with responsible development commitments, Microsoft aims to ensure that AI benefits reach every community across the UAE.
