Masdar Partners With SOCAR Green And ACWA Power For 3.5GW Offshore Wind Development In Azerbaijan
Abu Dhabi Future Energy Company, known as Masdar, has entered into a Memorandum of Understanding (MoU) with SOCAR Green and ACWA Power. This agreement aims to develop 3.5 gigawatts (GW) of offshore wind projects in the Caspian Sea's Azerbaijan section. These projects would mark Azerbaijan's first offshore wind farms, aligning with its renewable energy goals.
The MoU was signed by Rovshan Najaf, President of SOCAR; Abdulaziz Alobaidli, COO of Masdar; and Marco Arcelli, CEO of ACWA Power. The collaboration will follow a Corporation Roadmap to pinpoint key milestones for developing offshore wind energy in Azerbaijan.

This partnership supports Azerbaijan's ambitions to expand its renewable energy portfolio, including green hydrogen and water desalination projects. The new offshore wind initiatives will complement existing projects like Masdar's 230MW Garadagh solar power plant and ACWA Power’s 240MW Khizi-Absheron wind power plant.
Mohamed Jameel Al Ramahi, CEO of Masdar, stated: "Azerbaijan is a key strategic partner for Masdar and the signing of this Memorandum of Understanding with our partners today paves the way to accelerate the scale of Azerbaijan’s clean energy vision. We are proud to expand our partnership with ACWA Power and SOCAR to further explore renewable energy projects in the region, especially the enormous offshore wind potential in the Caspian Sea."
Marco Arcelli from ACWA Power expressed enthusiasm about advancing clean energy globally through this collaboration. He noted that this partnership aligns with Azerbaijan’s net-zero ambitions and sets a strong industry example. With COP29 hosted by Azerbaijan, the country’s leadership in renewable energy will be crucial for shaping global sustainability efforts.
Rovshan Najaf highlighted the significance of this agreement for SOCAR’s sustainable energy journey. He emphasized that leveraging expertise from all parties involved aims to unlock the vast offshore wind potential in the Caspian Sea while supporting Azerbaijan's energy transition goals.
